8 <br /> THE CITY OF <br /> " =1=1 • "' CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> December 6, 2022 <br /> Engineering <br /> TITLE: APPROPRIATE AN ADDITIONAL $190,000 TO THE LIBRARY ROOF <br /> REPLACEMENT PROJECT, CIP NO. 14408, TO FUND VARIOUS <br /> REQUIRED CHANGE ORDERS DUE TO UNFORESEEN CONDITIONS <br /> DISCOVERED DURING CONSTRUCTION AND AUTHORIZE THE CITY <br /> MANAGER OR DESIGNEE TO NEGOTIATE THE FINAL COSTS AND <br /> EXECUTE CHANGE ORDERS FOR UP TO A NOT-TO-EXCEED AMOUNT <br /> OF $612,000, AN ADDITIONAL $275,000 FROM THE PRIOR <br /> AUTHORIZED AMOUNT OF $337,000 <br /> SUMMARY <br /> During the construction of the Library Roof Replacement Project, several unforeseen <br /> conditions were encountered which were associated with the improper construction of <br /> the existing facility and greater than anticipated water damage which has utilized the <br /> project contingency. Staff recommends increasing the project contingency from <br /> $337,000 to $612,000 (for an increase of$275,000) and allocating an additional <br /> $190,000 from the Capital Facilities Fees Fund to Library Roof Replacement Project, <br /> CIP No. 14408, to fund the project shortfall. Most of the additional contingency will be <br /> utilized to install new gable end windows as it was found that the existing windows were <br /> held in place primarily by stucco and did not have weatherproofing installed. <br /> Six significant changes that expended the project contingency include structural roofing <br /> repairs, additional stucco replacement, additional metal flashing and gutters to address <br /> concentrated water, a window system change to accommodate seismic bracing, <br /> replacement of dry-rotted overhang plywood, and miscellaneous wood repairs. The <br /> additional funding and contingency authorization will provide an $85,000 contingency for <br /> unforeseen conditions associated with the remaining work. <br /> Construction will be delayed between completion of the roof work in December and a <br /> spring start for the window work, after the arrival of the gable end windows. A four-week <br /> closure of the library to the public will be necessary for the installation of the windows. <br /> The project will be completed by summer 2023. <br /> RECOMMENDATION <br /> 1. Appropriate $190,000 from the Capital Facilities Fees Fund (Fund 203) to the Library <br /> Roof Replacement Project, CIP No. 14408. <br /> 2. Authorize the Director of Engineering to approve and execute contract change <br /> order(s) for the project for a contingency amount not-to-exceed $612,000 (an <br />
