Councilmember Arkin pulled Item 24, making it Item 32. CONSENT CALENDAR Mayor Brown opened the public hearing. Jennifer Duffy of Hello Housing commented that Item 3 is a great and innovative use of Measure Al funds and supports the project. Mayor Brown closed the public hearing. Councilmember Arkin moved to approve the balance of the Consent Calendar. Councilmember Testa seconded the motion. Councilmember Balch echoed comments from a previous discussion about the insolvency of Landscape Maintenance Districts (Item 10) and encouraged staff to find a long-term solution. In response to Councilmember Narum, City Manager Beaudin clarified the Memorandum of Understanding (MOU) in Item 6 is designed to create a partnership and it is his understanding it would not preclude discussion of including other groups such as Sunflower Hill or the 4-H Club from using the facility. Director of Community Development Ellen Clark clarified the MOU is for the Master Gardeners but she does not believe it precludes other groups from participating. Management Analyst Jennifer Miller agreed the MOU does not preclude other groups from using the site. She confirmed the City has had discussions with Sunflower Hill about potentially using a portion of the site. Mayor Brown reported she has spoken to a Master Gardener who has confirmed they are working with Sunflower Hill. Councilmember Narum echoed Councilmember Balch's on Item 10 in encouraging staff to consider the long-term fiscal sustainability of the Landscape Maintenance Districts and to stop just kicking the can down the road relative to the districts' deficits.
