CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, ALAMEDA <br /> <br /> RESOLUTION NO. 04-072 <br /> <br />RESOLUTION APPROVING THE CITY OF PLEASANTON <br /> DOWNTOWN DESIGN GUIDELINES <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />one of the policies of the Downtown Specific Plan, adopted by the City <br />Council on March 5, 2002, is to create new design guidelines for the <br />commercial and residential portions of Downtown Pleasanton, the area <br />generally bounded by the Paxoyo del Valle and the Union Pacific Railroad <br />Corridor to the north, Third Street to the east, Bernal Avenue to the south, <br />and Pleasanton and Rose Avenues to the west; and <br /> <br />the existing guidelines, adopted in the mid-1980's, are now out of date and <br />do not include design recommendations for the residential area; and <br /> <br />at its meeting of May 26, 2004, the Planning Commission, after having <br />considered all public testimony, relevant exhibits, and recommendations of <br />the City staff regarding this matter, recommended approval of the <br />Downtown Design Guidelines with the recommendation that the definition <br />of "retail buildings" include mixed-use (first-floor retail and second-floor <br />office) for the transition areas on the west side of First Street. and <br /> <br />environmental review was undertaken with the Downtown Specific Plan <br />Environmental Impact Report, certified by the City Council on March 5, <br />2002, and there have been no new information and no changes to the <br />project, its impact, or the circumstances under which the project is <br />undertaken requiring additional environmental review or mitigation; and <br /> <br />at its meeting of September 21, 2004, the City Council received a report <br />from the Director of Planning and Community Development, together with <br />a copy of the staff report to the Planning Commission, regarding this <br />matter; and <br /> <br /> <br />
