State of California —Office of Traffic Safety GRANT NUMBER <br /> GRANT AGREEMENT PT23146 <br /> Schedule A <br /> 1. PROBLEM STATEMENT <br /> Problem Statement <br /> The City of Pleasanton is centrally located in the San Francisco Bay Area and is a gateway to the <br /> Central Valley. Pleasanton has a population of 82,000 and is home to companies such as Workday, <br /> Oracle and Kaiser. Pleasanton is bordered on three sides by two major freeways and one highway. <br /> Interstate 580, Interstate 680 and Highway 84 are heavily traveled thoroughfares which connect <br /> Northern California to Silicon Valley and central California. These roadways along with the number <br /> of people living and working in Pleasanton, lead to extremely high volumes of traffic. The volume of <br /> cut through traffic within the City of Pleasanton increases significantly when 1580 and 1680 are <br /> experiencing long delays due to crashes or traffic conditions. These conditions create many <br /> challenges which culminate in an increase in injury crashes. <br /> Everyday, significant advancements are occurring in mobile technology, leading drivers to utilize <br /> their phones more. This mobile communication dependency contributes to distracted driving. Below <br /> is an example of how many cell phone violations Pleasanton Police officers have issued: <br /> September 01, 2020 - August 31, 2021- Pleasanton Police Officers issued 6,788 citations. Out of <br /> those citations, 1,905 (28%) were cell phone related. Average of 5 a day. <br /> September 01, 2019 - August 31, 2020 - Pleasanton Police Officer issued 5, 875 citations. Out of <br /> those citations, 964 (16%) were cell phone related. Average of 3 a day. <br /> September 01, 2018 - August 31, 2019 - Pleasanton Police Officers issued 10,275 citations. Out of <br /> those citations, 1,917 (19%) were cell phone related. Average of 5 a day. <br /> While distracted driving is not identified as one of Pleasanton's top 3 primary crash factors, <br /> evidence indicates that it plays a role in crashes. Proving a cell phone was in use prior to a crash is <br /> very difficult without a driver admitting it. When drivers are distracted by their phone or other <br /> electronic devices, they can run red lights, illegally turn in front of vehicles or unknowingly increase <br /> the speed of the vehicle. <br /> The City of Pleasanton attracts many local and out of town bicycle enthusiast due to rural roads with <br /> rolling hills, which makes it geographically attractive for bicyclist. To accommodate the increased <br /> bicyclists presence, the city has started adding green bicycle lanes (Protected bicycle lanes) <br /> throughout the city. <br /> The City of Pleasanton also draws the attention of local young riders and youth outside of <br /> Pleasanton. The city has two concrete skate / bicycle parks, with various ramps and bowl designs. <br /> There is also a dirt BMX park located on the east end of town. Pleasanton is home to numerous bike <br /> paths, trails and a BMX park. A significant amount of school age children ride their bicycles to <br /> elementary school and junior high. With the city being such an attractive place to cycle and it being <br /> so readily available, bicycle enthusiasts are abundant, which brings traffic related issues and <br /> crashes. Drivers are often confronted with bicyclist not obeying the rules of the road and youth not <br /> wearing helmets as required. Not obeying the rules of the road leads to crashes and youth not <br /> wearing helmets leads to injury crashes. The City of Pleasanton has experienced the following <br /> bicycle crashes over the past three years: <br /> UNDER 15 YEARS OF AGE <br /> September 01, 2020 - August 31, 2021- Non-Injury 1 - Injury 3 - Killed 0 <br /> September 01, 2019 - August 31, 2020- Non-Injury 3 - Injury 4 - Killed 0 <br /> September 01, 2018 - August 31, 2019- Non-Injury 1 - Injury 9 - Killed 0 <br /> 65 + YEARS OF AGE <br /> September 01, 2020 - August 31, 2021- Non-Injury 0 - Injury 2 - Killed 0 <br /> September 01, 2019 - August 31, 2020- Non-Injury 0 - Injury 3 - Killed 0 <br /> September 01, 2018 - August 31, 2019- Non-Injury 0 - Injury 3 - Killed 0 <br /> 9/16/2022 9:19:12 AM Page 3 of 17 <br />
