A seven and a half year term agreement <br /> exceeds the City's typical five-year duration limit for agreements; however, extended <br /> term agreements are allowed per the City's Purchasing Procedures and Manual Section <br /> 3.19 if approved by the Finance Director and the City Manager. Staff obtained approval <br /> from the City Manager and the Interim Director of Finance. <br /> Proposals were evaluated based upon the RFP evaluation criteria, which includes <br /> project understanding and approach, selected project team qualifications, <br /> demonstration of relevant prior experience, local knowledge and familiarity, and <br /> financial responsibility. Interviews were conducted for the top three scoring proposals <br /> and reference checks were completed. Following the proposal review process and cost <br /> negotiation with the selected firm, staff recommends executing a contract with Sequoia <br /> Ecological Consulting, Inc., because of its detailed understanding of the scope of work, <br /> qualified and highly regarded team selected to support the requirements of <br /> implementing the SMP, familiarity with the local area, relevant work history, and <br /> reasonable pricing.
