The permit requires a minimum of seven years of HMMP monitoring, consequently staff structured the consultant agreement for the full period to ensure consistency in data tracking and reporting to regulatory agencies. A seven and a half year term agreement exceeds the City's typical five-year duration limit for agreements; however, extended term agreements are allowed per the City's Purchasing Procedures and Manual Section 3.19 if approved by the Finance Director and the City Manager. Staff obtained approval from the City Manager and the Interim Director of Finance. Proposals were evaluated based upon the RFP evaluation criteria, which includes project understanding and approach, selected project team qualifications, demonstration of relevant prior experience, local knowledge and familiarity, and financial responsibility. Interviews were conducted for the top three scoring proposals and reference checks were completed. Following the proposal review process and cost negotiation with the selected firm, staff recommends executing a contract with Sequoia Ecological Consulting, Inc., because of its detailed understanding of the scope of work, qualified and highly regarded team selected to support the requirements of implementing the SMP, familiarity with the local area, relevant work history, and reasonable pricing. The proposed seven and a half year agreement is a cumulative amount of$1,143,828 with a 15 percent contingency of$171,574 fora total not-to- exceed amount of$1,315,402 through June 30, 2030.
