HABITAT MITIGATION: MONITORING AND REPORTING <br /> Sequoia will complete monitoring and reporting of the Mitigation Area annually for six-years post- <br /> planting, this includes: establishing permanent photo-documentation points per WQC (initial <br /> establishment covered under Task 3), annual data collection which includes quadrat sampling <br /> methodology as described in the HMMP, power analysis in initial planting year to evaluate quadrant <br /> sampling size, and monitoring and determination of success criteria. Based on the current schedule, <br /> 2023 will be the installation year and accordingly monitoring will begin in 2024 (Year 1) and extend <br /> through 2029 (Year 6). If success criteria are not met by Year 6 and additional monitoring is required, <br /> Sequoia may perform this work at the request of the City with a Change Order.To accomplish this, we <br /> propose to implement the following tasks: <br /> 5.1 Project Management/Coordination and Planning <br /> Prior to the first annual monitoring event,Sequoia's Project Manager and QB will thoroughly <br /> review the HMMP, agency permits, as-built plan, and available baseline records to establish a <br /> monitoring protocol, monitoring plan checklist, data sheet templates, sampling locations, and <br /> field maps. <br /> 5.2 Annual Monitoring Visits <br /> Sequoia will conduct post-construction mitigation monitoring once annually for a 6-year <br /> monitoring period (assuming Year 1 is 2024) after planting for species in riparian understory and <br /> upland transition zones, pursuant to the HMMP.Sampling and data collection within the <br /> Riparian Enhancement Planting, Invasive Species Management, and Mowing Reference Areas <br /> will occur concurrently during one field event to save on mobilization and travel costs.A team of <br /> qualified restoration ecologists and botanists, one of whom is a certified consulting botanist,will <br /> follow the methodology described in the HMMP to collect data, including planting counts, <br /> survivorship,and health and vigor, percent canopy cover of riparian and invasive species using <br /> quadrats/transects,and planting height within the three Mitigation Areas. Surveys will be timed <br /> to coincide with peak vegetative and blooming phenology(i.e., before summer senescence of <br /> California buckeye, if present)to ensure accurate identification and assessment of survivorship, <br /> cover, and health, likely in late spring/early summer(March-May). <br /> 5.2 Annual Monitoring Reports <br /> Sequoia's QB will prepare annual mitigation monitoring reports discussing actual impact <br /> amounts, mitigation actions, monitoring methodology, condition of vegetation at recovering <br /> Project Sites, and results to be submitted to the RWQCB and CDFW by December 31 of each <br /> year for 6 years, or until success criteria are met.The reports will contain all information and <br /> data specified in the WQC and HMMP necessary to assess the progress of mitigation activities <br />
