Page <br /> Final Scope of Work for Environmental Regulatory Compliance& 2 of 14 <br /> Habitat Mitigation Services for Stream Maintenance Project <br /> October 2022 <br /> Hanford ARC (Hanford) Emergency Spill Response Plan per SAA(Year 1)that will include details <br /> about means and methods to contain, mitigate, and address spills of fuel, herbicide, or other <br /> related construction materials during the course of implementation. Hanford will work with <br /> both the City and Sequoia on appropriate language and inclusions in the report. <br /> 1.2 Agency Notifications,Submittals, and Reports <br /> Sequoia will prepare and/or submit necessary notifications, submittals, reports, and associated <br /> exhibits as required by the SAA, WQC, RGP, or other regulatory permit(s). Sequoia will combine <br /> reports and submittals or preparing a single document that satisfies multiple requirements to <br /> the extent possible to save costs and avoid redundancy.As part of this subtask, Sequoia will <br /> compile a construction binder to be kept on site that contains hard copies of Project permits, <br /> environmental training materials, and proof of worker trainings. <br /> 1.3 Project Management and Coordination for Biological Support <br /> Sequoia will arrange as-needed pre-construction biological surveys, such as nesting bird surveys, <br /> and biological monitoring, as necessary, over the Project term. Sequoia's project management <br /> team will manage day-to-day scheduling,operations, and any compliance concerns that may <br /> arise in the field. Following contract approval and Notice-to-Proceed, our team will attend an <br /> initial kick-off meeting with the City to review the project goals, critical timelines, and action <br /> items in need of attention,and we will develop a plan to address these items. <br /> 1.4 Permit and Mitigation Measure Matrix <br /> Prior to SMP implementation, Sequoia will review the compliance measures provided in the <br /> MMRP and environmental permits(SAA, WQC, and pending RGP) and develop a comprehensive <br /> environmental compliance matrix to serve as a strategy and tracking tool for maintaining <br /> compliance. Sequoia will update and maintain the permit matrix throughout the Project term. <br /> 1.5 Biologist Resume Package <br /> Prior to SMP commencement, Sequoia will submit the names and resumes of Qualified <br /> Biologists (QBs) and Biological Monitors (BMs)that will be involved in survey and/or monitoring <br /> work to CDFW for approval. Sequoia will prepare comprehensive resumes detailing each <br /> biologists' qualifications as specifically outlined in SAA.The resume approvals package does not <br /> include review or biologist approvals by the City, but this may be changed if requested. <br /> Task 1 Deliverables <br /> • Emergency Spill Response Plan <br /> • Agency Notifications,Submittals,and Reports <br />
