ATTACHMENT 1 <br /> November 15, 2022 <br /> Chair and Board Members <br /> East Bay Regional Park District <br /> 2950 Peralta Oaks Court <br /> Oakland, California 94605 <br /> Dear Chair and Board Members: <br /> On behalf of the entire City Council, the purpose of this letter is to request a City-District <br /> liaison meeting be convened in the near future to discuss the Garms Staging Area, as <br /> well as other City and District matters. The East Bay Regional Park District (District) and <br /> the City of Pleasanton (City) entered into the attached Memorandum of Understanding <br /> (MOU) on September 22, 2016. The MOU allowed the District to construct vault toilets <br /> on and a trail across city-owned park property to create a public access point to the <br /> District's newly acquired 231-acre Castleridge property which is located immediately <br /> west of the City's park. The MOU also allowed the District to make improvements to Old <br /> Foothill Road to create some parking for expected trailhead users. The City was willing <br /> to allow the District to develop this access to the Castleridge property with the <br /> understanding as stated in the MOU that the District was diligently working to construct <br /> the Garms Staging Area, which the District indicated had all the environmental <br /> approvals necessary to allow it to be constructed. The District stated the final design of <br /> the staging area was nearing completion, and the project would be bid in 2019, with <br /> construction complete by December 2020. Soon after the MOU was finalized, the <br /> District constructed the Castleridge trailhead improvements as it allowed. Now almost <br /> two years after the District committed within the MOU that the construction of the Garms <br /> Staging Area would be complete, the City is unaware of any efforts by the District to <br /> follow through on this commitment. <br /> The Castleridge Trailhead developed by the District as allowed by the MOU is located in <br /> Pleasanton's Alviso Adobe Park, which is also the historic home to the restored <br /> Meadowlark Dairy. The site is a registered historic landmark and is programmed by the <br /> City with various educational and recreational activities. The Alviso Adobe Park has a <br /> relatively small parking lot, from which event parking often spills onto the adjacent Old <br /> Foothill Road. When the District approached the City about constructing the Castleridge <br /> Trailhead within the Alviso Adobe Park, concerns were raised by community groups and <br /> park users, as well as city staff, about the area's ability to accommodate both the <br /> current park activities and expected trailhead users. At the time, the City just recently <br /> completed the restoration of the Milking Barn and renovating the park at a significant <br /> expense.
