Councilmember Arkin stated the skatepark is what staff came up with as part of a recommendation with <br /> two viable options. She encouraged a focus on what the City Council is deciding tonight. <br /> Councilmember Balch stated the dais has different CIP priorities and this is fine. He stated he will stick <br /> to his position of not wanting to reduce the reserves, He stated the prioritization of the CIP items needs <br /> to be addressed. <br /> MOTION: It was m/s by Arkin/Testa to approve the Mid-Term Operating Budget and Capital <br /> Improvement Program as recommended by staff and allocate $1 million to the skatepark. Motion <br /> passed by the following vote: <br /> Ayes: Councilmembers Arkin, Testa, Mayor Brown <br /> Noes: Councilmembers Balch, Narum <br /> Absent: None <br /> 30. Approve plans and specifications, review bids, and award a construction contract to Argo <br /> Construction, Inc. in the amount of $2,249,020 for the Library Roof Replacement Project, CIP No. <br /> 14408 <br /> City Manager Beaudin clarified this would have been a Consent Calendar item except the budget had <br /> not yet been approved. He provided a very brief staff report. <br /> In response to Councilmember Narum, City Manager Beaudin confirmed this does not include the <br /> lighting component. He confirmed staff will request approval for a contract for the lighting at some point <br /> in the future. <br /> In response to Councilmember Balch, City Manager Beaudin confirmed the FY 22/23 budget would <br /> cover the costs. <br /> Mayor Brown opened the public hearing. There being no speakers, Mayor Brown closed the public <br /> hearing. <br /> Councilmember Narum moved to approve the item. Councilmember Testa seconded the motion. <br /> MOTION: It was m/s by Narum/Testa to approve the plans and specifications, review bids; and <br /> award a construction contract to Argo Construction, Inc. in the amount of $2,249,020 for the <br /> Library Roof Replacement Project, CIP No. 14408 as recommended by staff. Motion passed by <br /> the following vote: <br /> Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> Mayor Brown recessed the meeting at 8:56 p.m. The meeting resumed at 9:02 p.m. <br /> 31. Adopt and waive second reading of Ordinance No. 2238 approving the Pleasanton Police <br /> Department's Military Equipment Use Policy and Equipment List pursuant to requirements of AB <br /> 481. <br /> City Manager Beaudin introduced the item. <br /> Councilmember Balch reported he watched the discussion at the June 7 City Council meeting which he <br /> was unable to attend.
