Less than significant impact. <br />Section 3.14—Transportation <br />Impact TRANS-1: Development consistent with the <br />Housing Element Update, rezonings, General Plan and <br />Specific Plan Amendments would not conflict with a <br />program plan, ordinance or policy of the circulation <br />system, including transit, roadway, bicycle and pedestrian <br />facilities. <br />No mitigation is necessary. Less than significant impact. <br />Impact TRANS-2: Development consistent with the <br />Housing Element Update, rezonings, and General and <br />Specific Plan Amendments would conflict or be <br />inconsistent with CEQA Guidelines Section 15064.3, <br />subdivision (b). <br />MM TRANS-2: Implement Vehicle Miles Traveled Reduction Measures. <br />Prior to the issuance of entitlements for a project, project applicants for <br />individual housing project development proposals that do not screen out <br />from Vehicle Miles Traveled (VMT) impact analysis shall provide a <br />quantitative VMT analysis using the methods applied in this Draft Program <br />EIR, with modifications as necessary (e.g., to account for project-specific <br />information and/or to reflect future updates to the Alameda Countywide <br />Travel Demand [Alameda CTC] Model), and reduce VMT impacts to less <br />than the applicable VMT thresholds. <br />Significant and unavoidable with <br />mitigation. <br />Impact TRANS-3: Development consistent with the <br />Housing Element Update, rezonings, and General Plan and <br />Specific Plan Amendments would not substantially <br />increase hazards due to a geometric design feature (e.g., <br />sharp curves or dangerous intersections) or incompatible <br />uses (e.g., farm equipment). <br />No mitigation is necessary. Less than significant impact.
