ATTACHMENT 1 <br /> RESOLUTION NO. 22- <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> AUTHORIZING THE CITY MANAGER TO EXECUTE A LICENSE <br /> AGREEMENT WITH EAST BAY COMMUNITY ENERGY (EBCE) TO <br /> PURSUE INSTALLATION OF PUBLICLY AVAILABLE ELECTRIC <br /> VEHICLE CHARGING STATIONS ON MUNICIPAL PROPERTIES <br /> WHEREAS, on October 15, 2019, the City Council adopted Ordinance 2198 <br /> authorizing Pleasanton's participation in the East Bay Community Energy program; and <br /> WHEREAS, on September 23, 2020, Governor Gavin Newsom signed Executive Order <br /> N-79-20, setting the following targets for ZEVs: <br /> • By 2035, 100 percent Zero Emissions Vehicle (ZEV)sales for new passenger <br /> vehicles, 100 percent ZEV operations for drayage trucks, and 100 percent ZEV <br /> operations for off-road vehicles and equipment where feasible <br /> • By 2045, 100 percent ZEV operations for medium-and heavy-duty vehicles <br /> where feasible;and <br /> WHEREAS, on July 20, 2021, the City Council adopted Resolution 21-1233 <br /> selecting Renewable 100 as the default electricity product for Pleasanton's residential, <br /> commercial, and industrial accounts;and <br /> WHEREAS, the City Council has demonstrated its commitment to a sustainable <br /> and resilientfuture through its policy goals and actions, including transportation <br /> electrification; and <br /> WHEREAS, on February 15, 2022, the City Council voted to approve and adopt <br /> the Climate Action Plan 2.0 which established a GHG emission reduction target <br /> pathway to reduce emission to 4.11 metric tons of carbon dioxide equivalent per capita <br /> by 2030 (which reduces emissions by more than the 40 percent below 1990 levels <br /> called for in SB 32) and carbon neutrality per capita by 2045 (which aligns with EO B- <br /> 55-18); and <br /> WHEREAS, on August25, 2022, the California Air Resources Board (GARB) <br /> approved rule Advanced Clean Cars II rule affirming EO N-79-20 for passenger <br /> vehicles; and <br /> WHEREAS, the City of Pleasanton aims to expand publicly available electric <br /> vehicle infrastructure forthe community, improve the charging infrastructure, and <br /> allowing EV adoption to continue sustained growth consistent with EO N-79-20. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE <br /> CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER <br /> THE FOLLOWING: <br />
