PLHA Five-Year Plan <br /> The State of California, Department of Housing and Community Development requires <br /> entitlement jurisdictions to submit a PLHA Five-Year Plan that will outline in detail the <br /> manner in which PLHA allocation funds will be used by the City. The Five-Year Plan is <br /> based on Section 302(c)(4) of the CA HCD Guidelines issued for the program in October <br /> 2019 and posted on the HCD website (https://www.hcd.ca.gov/grants-and- <br /> fundinq/programs-active/permanent-local-housing-allocation). <br /> The Draft PLHA Five-Year Plan (Draft Plan) is also required to be available for public <br /> comment for a minimum of 10 days prior to a public hearing so that the public has <br /> adequate opportunity to review it. A public comment period for the Draft Plan (included <br /> in Attachment 2, as a component of the draft application) was held from October 21 <br /> through November 1, 2022. The Draft Plan is being presented to City Council to solicit <br /> Council and public comments on the Draft Plan, and to approve the plan's submittal <br /> along with the City's PLHA application. <br /> Note that as an established permanent funding source, there is an expectation that the <br /> PLHA program will continue as currently structured after the current five-year plan <br /> period ends in 2023. If the City remains eligible to continue to receive PLHA program <br /> funds beyond 2023, City staff expects to have the opportunity to revisit the funding <br /> allocation and determine if there are other projects, programs, or services to which <br /> these funds should be applied in future funding years. <br /> Consistency with the Pleasanton Housing Element <br /> Application of the PLHA funds must be consistent with the City's Housing Element Plan. <br /> Goal 17 of Pleasanton's Housing Element is to: "identify and make special provisions for <br /> the community's special-housing needs." Policy 43 aims to: "provide for the special- <br /> housing needs of large households, the elderly, persons with disabilities including <br /> developmental disabilities, extremely low-income households, the homeless, <br /> farmworkers, and families with single-parent heads of households." Additionally, <br /> Program 43.1 aims to "continue to provide housing opportunities for households with <br /> special needs such as studio and one-bedroom apartments for the elderly and single- <br /> person households, three-bedroom apartments for large households, specially designed <br /> units for persons with disabilities, SROs, emergency shelter and transitional housing for <br /> the homeless, and units affordable to extremely low-, low- and very low-income <br /> households with single-parent heads of households or those with disabilities (including <br /> developmental disabilities)." <br /> /Submitted • ,: Fiscal Review: Approved by: <br /> yifA' <br /> Ellen Clark Susan Hsieh Gerry Beaudin <br /> Director of Community Development Director of Finance City Manager <br /> Attachments: <br /> Page 4 of 5 <br />
