Staff is <br /> requesting the City Council adopt a Resolution (Attachment 1) to authorize submittal of <br /> the grant, and a required Five-Year Plan that documents the City's proposed use of <br /> grant funds for the five-year funding period from 2019-2023 (Attachment 2). <br /> DISCUSSION <br /> PLHA funds may be used for a wide range of programs, including programs to increase <br /> the City's affordable housing stock, as well to address homelessness. The eligible use <br /> category the City of Pleasanton has selected for the City's PLHA fund allocation is <br /> category 301(a)(6): "Assisting persons who are experiencing or at-risk of homelessness, <br /> including, but not limited to, providing rapid rehousing, rental assistance, <br /> supportive/case management services that allow people to obtain and retain housing, <br /> operating and capital costs for navigation centers and emergency shelters, and new <br /> construction, rehabilitation, and preservation of permanent and transitional housing". <br /> The City continues to make efforts to address homelessness in the community. Since <br /> 2017 the City has experienced a 300 percent increase in homeless persons from 18 <br /> unsheltered individuals in 2017 to 72 unsheltered individuals in 2022. The City <br /> continues to dedicate resources to mitigate and prevent homelessness through a variety <br /> of programs funding through the City's Housing & Human Services Grant Program and <br /> in partnership with local non-profit agencies, specifically including CityServe of the Tri- <br /> Valley and Tri-Valley Haven. <br /> To continue supporting these efforts, staff proposes to use the PLHA allocation to <br /> augment the following homeless services currently provided by CityServe of the Tri- <br /> Valley on behalf of the City: <br /> • Housing relocation and stabilization and short- and/or medium-term (minimum of <br /> 6 months) rental assistance to help a homeless individual or family to move as <br /> quickly as possible into permanent housing and achieve stability in that housing. <br /> • Supportive/case management services that include street outreach, mental <br /> health services, emergency health services, employment assistance and job <br /> training, life skills training, and substance abuse treatment services. <br /> Staff is also proposing to use the PLHA allocation to assist another existing service <br /> provider, Tri-Valley Haven, with operating costs, including rental costs and utilities, for <br /> providing 14 emergency shelter beds to unhoused survivors of domestic violence and <br /> their children. The additional funding need is due to the closure caused by mold and <br /> structural damage of one of Tri-Valley Haven's domestic violence shelter buildings. A <br /> new building is being funded and constructed, although the operating costs of the new <br /> facility are substantially higher than the facility that's currently under repair. <br /> Page 3 of 5 <br />
