Table 2: Key Housing-Related Bills <br /> Bill ' Topic Summary <br /> Number <br /> AB 2011 provides a streamlined ministerial approval <br /> AB 2011 pathway for qualifying multifamily projects on commercially <br /> zoned land that meets specified affordable housing targets. <br /> Housing Effective July 1, 2023 and sunsets January 1, 2033. <br /> Development SB 6 does not provide a ministerial approval process but <br /> on does allow for residential developments on commercially <br /> Commercial- zoned parcels without rezoning. SB 6 contains no <br /> SB 6 Zoned sites affordability requirements. To utilize SB 6 provisions, <br /> developers must adhere to prescribed labor standards <br /> which include prevailing wage and the use of a skilled and <br /> trained workforce. Effective July 1, 2023 and sunsets <br /> January 1, 2033. <br /> This bill would prohibit a public agency from imposing any <br /> minimum automobile parking requirement on any <br /> residential, commercial, or other development project, as <br /> defined, that is located within 1/2 mile of public transit, as <br /> defined. The bill, notwithstanding the above-described <br /> prohibition, would authorize a city, county, or city and <br /> county to impose or enforce minimum automobile parking <br /> Parking requirements on a housing development project if the public <br /> AB 2097 requirements agency makes written findings, within 30 days of the receipt <br /> of a completed application, that not imposing or enforcing <br /> minimum automobile parking requirements on the <br /> development would have a substantially negative impact, <br /> supported by a preponderance of the evidence in the <br /> record, on the public agency's ability to meet its share of <br /> specified housing needs or existing residential or <br /> commercial parking within 1/2 mile of the housing <br /> development. Effective January 1, 2023. <br /> This bill would specify that an accessory dwelling unit that <br /> AB 2221 is detached from the proposed or existing primary dwelling <br /> may include a detached garage. Effective January 1, 2023. <br /> This bill would require that the standards imposed on <br /> Accessory accessory dwelling units be objective. For purposes of this <br /> Dwelling Units requirement, the bill would define "objective standard" as a <br /> SB 897 standard that involves no personal or subjective judgment <br /> by a public official and is uniformly verifiable, as specified. <br /> The bill would also increase the minimum height of a <br /> detached ADU that must be permitted, to 18 feet or 25 feet, <br /> depending on the circumstance. Effective January 1, 2023. <br /> Density Bonus This bill allows for extra height and density for projects in <br /> AB 2334 Law "Very Low Vehicle Miles Traveled" (VMT) areas for 100% <br /> affordable projects.
