between 988 centers and 911 public safety answering points is available to 988 centers <br /> and 911 public safety answering points throughout the state. <br /> Impacts and next steps. <br /> The 988 hotline will serve as a vital link to mental health services for residents in this <br /> state. City staff will work to understand how the hotline will integrate locally with the <br /> City's Alternative Response Pilot Program and the Axis Bridge Mental Urgent Care <br /> program, and Alameda County overall. The City will work to publicize this hotline and <br /> related services to residents. <br /> Sustainability Bill <br /> SB 1046 (Eggman) <br /> The City supported this bill which will no longer allow "precheckout bags" such as a <br /> plastic bag to place produce or meat in while shopping. Any such bags provided by a <br /> store must be compostable or a recycled paper bag as of January 1, 2025. <br /> Impacts and next steps. <br /> This bill is a great complement to Alameda County Waste Management Authority's <br /> (StopWaste) Reusable Bag Ordinance which prohibits all retail stores, eating <br /> establishments, and food delivery services from using single-use plastic carryout bags <br /> at check-out. This ordinance requires a covered entity to: <br /> • Stop providing single use carryout bags <br /> • Stock compliant reusable and paper bags at checkout <br /> • Charge a minimum of 10 cents for compliant bags <br /> • Itemize the 10-cent charge on receipts. <br /> At the beginning of the COVID-19 pandemic the use of reusable bags brought to the <br /> store by the customer were temporarily prohibited. This created a setback in the use of <br /> reusable bags. This new law will provide a timely opportunity to share the message and <br /> encourage people to shift their behavior once again to using reusable bags, including <br /> for "precheckout items" such as produce and meat. The City will work with StopWaste, <br /> Pleasanton Garbage Service and the Go Green Initiative to message this to Pleasanton <br /> residents. <br /> Housing Bills <br /> Several housing bills were signed into law by the Governor this year. Table 2 below lists <br /> six key bills that are now law and will go into effect in 2023. Following the table is a brief <br /> summary and analysis of the potential impacts or implications of the bill for the City of <br /> Pleasanton. Staff notes that much of the legislation is complex and will require <br /> additional review and analysis to determine the full extent of its local implications. <br /> Page 5 of 15 <br />
