BACKGROUND <br /> The Diversity, Equity, and Inclusion Strategic Plan was a part of the FY 2019/20 City <br /> Council Work Plan. This priority was temporarily delayed due to the COVID-19 <br /> pandemic which impacted both organizational resources and the local economy. The <br /> FY 2022/23 City Council Work Plan states: "With a focus on racial equity, the DEI <br /> Strategic Plan would identify, analyze, and address equity gaps in the services we <br /> provide and establish appropriate benchmarks, programs, policies, implementation <br /> strategies and systems to lift up all populations in our community." <br /> DISCUSSION <br /> Staff reviewed the offerings of Race Forward, SEED Collaborative, and MGT. These <br /> vendors have expertise in program design, implementation, staff diversity, and <br /> establishing a culture of equity and inclusion. Race Forward would conduct a <br /> demographic study and provide research data; however, program design and <br /> implementation are not offered. While their price point was slightly higher, SEED <br /> Collaborative provides neither the critical support necessary to implement the DEI <br /> program nor a staffed position to carry the program forward and provide ongoing <br /> training and development. MGT stood out as the most effective and practical vendor to <br /> design and develop a strategic plan that would have a meaningful impact and be <br /> sustainable for years to come. MGT has expertise in DEI issues faced by state and local <br /> municipalities throughout California and nationally. They also have considerable <br /> experience facilitating studies that are customized to the specific needs, culture, and <br /> goals of municipalities like Pleasanton. <br /> MGT is a declared sole source vendor after a review of competitive offerings based on <br /> full-service program development.
