14 <br /> THE CITY OF <br /> - - � CITY COUNCIL AGENDA REPORT <br /> pLEASA\TON., <br /> November 1, 2022 <br /> Human Resources <br /> TITLE: APPROVE PROFESSIONAL SERVICES AGREEMENT WITH <br /> MGT OF AMERICA CONSULTING, LLC FOR DIVERSITY, EQUITY, <br /> AND INCLUSION PROGRAM DESIGN AND DEVELOPMENT IN AN <br /> AMOUNT NOT TO EXCEED $224,500 <br /> SUMMARY <br /> Staff diversity and creating a genuine culture of equity and inclusion is a key City <br /> Council priority. The City of Pleasanton (City) is seeking a partner to support this <br /> important work, which is thoroughly familiar with the issues faced by local municipalities, <br /> to facilitate a best-in-class diversity, equity, and inclusion (DEI) study customized to the <br /> specific needs, culture, and goals of Pleasanton. The resulting DEI Strategic Plan must <br /> be effective, meaningful, practical, and sustainable for years to come. <br /> The team at MGT of America Consulting, LLC (MGT) is experienced with DEI and <br /> organizational improvement, both throughout California and nationally. Other potential <br /> vendor proposals received did not include comprehensive plans for program <br /> development and implementation, which are crucial elements. The establishment of a <br /> DEI Program will be implemented in phases beginning in the second quarter of <br /> FY 2022/23 and extending until the end of FY 2023/24. <br /> RECOMMENDATION <br /> Authorize the City Manager to execute a professional services agreement with MGT in <br /> an amount not to exceed $224,500 through June 30, 2024. <br /> FINANCIAL STATEMENT <br /> The proposed professional services agreement with MGT in an amount not to exceed <br /> $224,500 will be split over two fiscal years. The FY 2022/23 expense is an amount of <br /> $169,000; this includes $42,000 for Livermore-Pleasanton Fire Department (LPFD) that <br /> is shared equally by the two cities. <br /> The City's portion of the FY 2022/23 expense in the amount of $148,000 will be made <br /> by a transfer from the General Fund Contingency. The balance of $21 ,000 will be <br /> covered by the City of Livermore. LPFD is planning to request appropriate funding for its <br /> portion of the DEI Strategic Plan into its FY 2022/23 budget as part of the mid-year <br /> budget update. <br /> The funding for FY 2023/24 in the amount of $55,500 will be allocated during the <br /> upcoming biennial budget process, proportionately for both cities. <br />
