Page 8
Phase 6 was always envisioned to coincide with the West Las Positas Reconstruction Project.
With the need for the reconstruction of West Las Positas now more urgent and likely to be
completed in the relatively near future, the West Las Positas Corridor Improvement Project has
been combined with the West Las Positas Reconstruction Project, and detailed design is
anticipated to begin in the fall of 2022.

The elevated concept was brought to the Bicycle and Pedestrian Committee in January of 2022.
The committee liked the elevated bike lane design and requested that there be a clear
separation between the pedestrian walking area and the bicycle area. Figure 4 shows examples
of an elevated bike lane.

Figure 4 – Elevated Bikeway Examples (Boston, MA)

The overall cost of this elevated bike lane design vs the cost of concrete separation island
design will be reviewed as part of the West Las Positas Reconstruction project.

Phase 1 is fully designed and ready for advertisement and can be completed early in 2023. The
detailed design of the West las Positas Corridor Improvement Plan / West Las Positas
Reconstruction Design project is scheduled to begin later this year. It is anticipated that a
professional services agreement for design will be brought to City Council for approval in
December 2022.

Lane Reductions
West Las Positas today includes a variety of profiles, including segments with one -lane, two
lane and three lanes in each direction. The West Las Positas Corridor Improvement Plan
recommends a uniform lane profile of two through lanes in each direction on West Las Positas,
except for the segments from Foothill Road to Payne Road which are recommended to retain
their one lane design.

Review of the existing and modeled traffic volumes for West Las Positas identifies that the traffic
volumes on West Las Positas are low enough to easily accommodate the 2-lane design. The
intersections along the corridor will continue to have the necessary turn pockets to ensure
acceptable levels of service.

The maximum peak hour traffic volumes on West Las Positas vary from 800-1600 vehicles per
hour (depending on location within the corridor) with the largest volume on the roadway just to
