<br /> Bicycle, Pedestrian & Trails <br />Committee <br />Agenda Report <br /> October 24, 2022 <br /> <br /> Item 4 <br /> <br /> <br />SUBJECT: REVIEW OF THE WEST LAS POSITAS BOULEVARD CORRIDOR <br />IMPROVEMENT PLAN <br /> <br /> <br /> <br />SUMMARY <br />In 2018, the City of Pleasanton adopted an update to the Bicycle and Pedestrian Master Plan. <br />The updated Master Plan includes provisions to make the City more pedestrian and bicycle <br />friendly by adopting a low stress “all ages and abilities” design philosophy and promote <br />pedestrian and bicycle infrastructure that can be used by the entire population. The Master Plan <br />identifies the West Las Positas Boulevard corridor between Foothill Road and Fairlands Drive as <br />the highest priority corridor for pedestrian and bicycle improvements. The City Council identified <br />West Las Positas corridor improvements as a high priority project in 2019 and reaffirmed this in <br />2021. Accordingly, the West Las Positas Corridor Improvement Plan was developed with <br />extensive public input, and endorsed by the Bicycle, Pedestrian and Trails Committee (BPTC) in <br />December 2019 and the project was ready to be presented to City Council in February of 2020. <br />Presentation of this project to the City Council was delayed due to the pandemic. <br /> <br />At the same time, the City has continued to advance the planning and design for reconstruction <br />of West Las Positas to address the ongoing issue of settling of the roadway surface . In 2021 the <br />City Council, through the Work Plan process, combined the West Las Positas Reconstruction <br />and the West Las Positas Corridor Improvement projects into a single project. <br /> <br />Staff is now proposing to move forward with more detailed design work for the West La s Positas <br />Reconstruction Project, incorporating pedestrian and bicycle improvements as part of the future <br />roadway design. Therefore, staff will be presenting the WLP Corridor Improvement Plan to City <br />Council for approval on November 15, 2022. Approval of the WLP Corridor Plan will allow for <br />appropriate design direction during the 35-percent design drawings of the WLP Reconstruction <br />project. Staff will also be requesting Council to authorize a more limited set of “quick build” <br />pedestrian- and bicycle improvements that can be implemented in the near term, at relatively <br />modest cost. <br /> <br />RECOMMENDATION <br />Receive information and provide staff with feedback as necessary. <br /> <br />FINANCIAL STATEMENT <br />The West Las Positas Corridor Improvement Plan (i.e. pedestrian and bicycle improvements <br />project) was developed to have a phased implementation with 6 phases, and with the “quick <br />build” improvements as Phase 1.
