Based on deep expertise in infrastructure design, planning and engineering, Brown and
Caldwell has been identified to work on the project. In 2021, Brown and Caldwell
completed an alternative water supply study for the Dublin San Ramon Services District
(DSRSD) which is very similar to the work described herein. DSRSD staff was very
satisfied with Brown and Caldwell's work and recommended them to do similar work.
Additionally, Brown and Caldwell has performed numerous related projects in California
and other states. Given the firm's experience and expertise in developing and analyzing
water supply alternatives, staff recommends that Brown and Caldwell is exceptionally
well qualified to perform the Development and Analysis of Water Supply Alternatives
Project.
In addition, the project will include as-needed legal services to review exiting water
supply agreement(s) as well as a legal analysis of the City's pumping quota. The goal is
to better understand any obligation(s) the City may have and what rights the City has
relative to the pumping quota. Staff will also use the legal services to review the new
water supply alternatives, draft new agreement language, and advise on legal strategies
to benefit the City in securing water supply.
Submitted by: Fiscal Review: Approved by:
Tamara Baptista Susan Hsieh Gerry Beaudin
Interim Director of Operations Finance Director City Manager
and Water Utilities
Attachment:
1.
