Attachment 1 <br /> SA N0N� <br /> DOWNTOWN <br /> ASSOCIATION <br /> Report to City Council <br /> 2022 Review and 2023 Budget <br /> STRUCTURE <br /> The Downtown Pleasanton Business Improvement District (PDA) is a non-profit service <br /> organization comprised of all downtown businesses and dedicated to the ongoing <br /> revitalization of Pleasanton's historic business district. The downtown business <br /> improvement district was created in 1984 by the Pleasanton City Council under the <br /> provisions of California Business Improvement District/Area law. <br /> The current assessment formula is based on the annual business license payment: businesses <br /> located curbside, downstairs on Main Street are assessed at a rate of two times their <br /> business license; businesses with a Main Street address located upstairs, or not curbside, are <br /> assessed at a rate of one and a half times their business license; all other businesses (those <br /> located off Main Street) pay an amount equal to their business license. The minimum <br /> assessment is$50 and the maximum is$350. Non- profit businesses do not pay an <br /> assessment to the PDA. No changes in the District's assessment formulas or the boundaries <br /> of the district are recommended for 2021. <br /> The district currently includes approximately 600 members.Those members elect and are <br /> represented by a 13-member Board of Directors, where no more than three directors may <br /> represent any one segment of the membership, but the board must include two property <br /> owners and two retailers. <br /> In accordance with the City and PDA agreement, the PDA has created an organizational <br /> structure that is modeled on the guidelines recommended by the National and California <br /> Main Street Programs. The PDA has been designated as a 2022 Accredited Main Street <br /> America"' program. Accredited status is Main Street America's top tier of recognition and <br /> signifies a demonstrated commitment to comprehensive commercial district revitalization <br /> and proven track record of successfully applying the Main Street ApproachTM <br /> Areas of focus are: <br /> Organization: The Organization Committee, known at the PDA as the Executive <br /> Committee, is made up of the five officers of the Board of Directors—President, President- <br /> Elect, Past President, Secretary and Treasurer.
