The provisions of Chapter 11.16 of this title relat- ing to the authority to install and obedience to official traffic-control devices shall be applicable to the provi- sions of this chapter as if fully set forth herein. (Prior code § 5-3.01) 11.36.020 Curb markings. The city traffic engineer is authorized to place and, when required in this chapter, shall place the fol- lowing traffic-control devices in the form of curb mark- ings to indicate stopping or parking regulations pursuant to this chapter, and the curb markings shall have mean- ings as follows: A. “Red” means no stopping or parking at any time except as permitted by the Vehicle Code, and ex- cept that a bus may stop in a red zone marked or signed as a bus zone. B. “Yellow” means no stopping or parking any day for any purpose other than the loading or unloading of passengers or materials by vehicles engaged in com- mercial deliveries, provided that the loading and unload- ing of passengers or materials shall not extend beyond the time necessary therefor, and in no event, for passen- gers, for more than three minutes, and for materials for more than 20 minutes, and such restrictions shall apply unless specific days/times are noted on an adjacent sign. C. “White” means no stopping or parking for any purpose other than loading or unloading of passen- gers, or for the purpose of depositing mail in an adjacent mail box, beyond the time necessary therefor and in any event shall not exceed three minutes, and such restric- tions shall apply unless specific days/times are noted on an adjacent sign. D. “Green” means no standing or parking for a period of time longer than 20 minutes at any time be- tween 9:00 a.m. and 6:00 p.m. on any day except Sun- days and holidays. E. “Blue” indicates parking limited exclusively to vehicles of physically handicapped persons. F. When the city traffic engineer as authorized under this title has caused curb markings to be placed, no person shall stop or park a vehicle adjacent to any such legible curb marking in violation of any of the pro- visions of this section. The city traffic engineer is authorized to determine the location of and to mark loading zones and passenger loading zones as provided in Section 11.36.020, as fol- lows: A. At any place in any business district; B. Elsewhere in front of the entrance to any place of business or in front of any hall or place used for public assembly. (Prior code § 5-3.10) 11.36.040 Extent of loading zones. In no event shall more than one-half of the total curb length of any block be reserved for loading zone purposes. (Prior code § 5-3.11)
