BACKGROUND <br /> Since 2007, the Tri-Valley Cities of Dublin, Livermore, Pleasanton, San Ramon, and the <br /> Town of Danville have joined together to work on federal legislative issues and for this <br /> purpose initially retained the legislative advocacy services firm Jordan & Associates. <br /> The expenses for the services were equally shared. <br /> In 2017, the Tri-Valley Cities adopted a Legislative Framework with a strategic focus at <br /> four levels: federal, state, regional and local. This was a shift in strategic focus and the <br /> Tri-Valley Cities determined that a Request for Proposal and Qualifications (RFP/Q) <br /> would be prepared to solicit legislative advocacy services. Through that process <br /> Townsend Public Affairs was selected to provide the advocacy services for the Tri- <br /> Valley Cities. <br /> The current contract with Townsend Public Affairs expires on September 30, 2022, and <br /> an RFP for legislative advocacy services for the TVC coalition was conducted through <br /> which Townsend Public Affairs was selected for a professional service agreement with a <br /> five-year term. <br /> DISCUSSION <br /> The Professional Services Agreement with Townsend Public Affairs, Inc. outlines the <br /> scope of services required for the implementation of the Tri-Valley Cities Legislative <br /> Framework. The City of Pleasanton has agreed to be the fiduciary agent and initiate the <br /> Professional Services Agreement for legislative advocacy services firm and <br /> subsequently bill each City and Town their portion of the expense as outlined in the <br /> attached MOU. The agreement is for a term of five years and will be executed upon the <br /> approval of the Pleasanton City Council and commensurate approval of the MOU by <br /> participating cities of Dublin, Livermore, San Ramon and the Town of Danville. <br /> The MOU outlines responsibilities of all parties and affirms the agreement to retain <br /> Townsend Public Affairs, Inc., to provide legislative advocacy services.
