Councilmember Arkin stated she will recuse from Items 6 and 7 due to the proximity of her residence to <br />the project site. <br />Councilmember Balch commended the work of Associate Planner Campbell and others on CAP 2.0. <br />Councilmember Balch moved to approve the Consent Calendar. Councilmember Testa seconded the <br />motion. <br />In response to Councilmember Narum, Councilmember Balch confirmed he is including the <br />memorandum the City Council received from Community Development Director Ellen Clark about solar <br />water heaters into CAP 2.0.
