Attachment 1 <br />RESOLUTION NO. 22- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br />AUTHORIZING THE CITY MANAGER TO PURSUE DEPLOYMENT OF SOLAR AND <br />BATTERY ENERGY SYSTEMS AT CRITICAL MUNICIPAL FACILITIES IN <br />PARTNERSHIP WITH EAST BAY COMMUNITY ENERGY (EBCE) AND MAKING <br />FINDINGS OF CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) EXEMPTION <br />WHEREAS, on February 15, 2022, the City Council voted to approve and adopt the <br />Climate Action Plan 2.0 which established a GHG emission reduction target pathway to <br />reduce emission to 4.11 metric tons of carbon dioxide equivalent per capita by 2030 <br />(which reduces emissions by more than the 40% below 1990 levels called for in SB 32) <br />and carbon neutrality per capita by 2045 (which aligns with EO B-55-18); and <br />WHEREAS, on October 15, 2019, the City Council adopted Ordinance No. 2198 <br />authorizing Pleasanton's participation in the East Bay Community Energy program; and <br />WHEREAS, on July 20, 2021, the City Council adopted Resolution No. 21-1233 selecting <br />Renewable 100 as the default electricity product for Pleasanton's residential, commercial, <br />and industrial accounts; and <br />WHEREAS, the City Council has demonstrated its commitment to a sustainable and <br />resilient future through its policy goals and actions, including energy reduction, clean <br />energy programs, and expansion of local renewable power supply; and <br />WHEREAS, the City of Pleasanton aims to provide state-of-the-art, well-maintained <br />infrastructure, amenities and facilities, creating a resilient, safe, connected and prepared <br />city capable of become a leader in addressing climate change and protecting the <br />environment; and <br />WHEREAS, solar and battery energy storage systems provide clean, renewable <br />electricity, reduce time -of -use charges during peak pricing periods, and provide resilience <br />benefits allowing critical facilities to operate the highest priority loads during a power <br />outage. <br />NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br />PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE <br />FOLLOWING: <br />SECTION 1: The City Council authorizes and directs the City Manager to pursue <br />deployment of solar and battery energy systems at critical municipal facilities in <br />partnership with EBCE and installation of these systems through a standard Power <br />Purchase Agreement with EBCE, should the City determine that the cost-effectiveness of <br />the project portfolio results in benefits to the City's budget and service to the community. <br />
