The City of Pleasanton is <br /> interested in redeveloping the Stoneridge Mall, an indoor shopping center, <br /> II). <br /> ' "''' I ""` I into a mixed-use town center and community gathering place. <br /> Additionally, the City identified the site as an opportunity for housing <br /> development in their Housing Element and is interested in policy guidance <br /> for the distribution of land use. Should additional services be requested, <br /> EPS will modify the scope and budget as appropriate. <br /> 1J EPS Scope of Work <br /> The following work program describes the specific tasks that EPS proposes <br /> to undertake as part of the Stoneridge Mall Framework Plan process. <br /> Task 1: Fiscal Analysis <br /> EPS will create a fiscal model to compare the impacts of various land use <br /> programs being considered, focusing on residential, office, retail, and <br /> hotel. The fiscal model will be used iteratively to test the implications of <br /> changes in site programing on the City's General Fund budget. <br /> The fiscal analysis compares General Fund revenues generated through <br /> property tax, sales tax, transfer tax and other sources with the costs of <br /> providing urban services to the Stoneridge Mall area. The analysis will be <br /> based on real revenue and costs from the City's most recent budget. The <br /> research, analysis and conclusions of this technical work will be <br /> summarized in draft technical memoranda. <br /> Task 2: Market Analysis <br /> Economic&Planning Systems,Inc. <br /> 1330 Broadway EPS will evaluate the market conditions and prospects for various uses <br /> Suite 450 being considered for the Stoneridge Mall site. While EPS will gather <br /> Oakland,CA 94611 <br /> 510841 9190 tel market data and provide high level finding for residential, office, lodging, <br /> and other potential land uses, the task will focus on the retail sector.
