BACKGROUND <br /> The bucket truck is vital to the Streets & Signs operations. The Operations Services <br /> Department is requesting approval to purchase a new 45-foot bucket truck to replace <br /> the current 25-year old 1997 Ford F Super Duty Altec AT250G Aerial Truck (Unit #201), <br /> which is at the end of its service life. The truck is experiencing compromised reliability <br /> issues, which have led to costly maintenance requirements and excessive downtime <br /> and is scheduled for replacement as part of the City's 20-year vehicle and equipment <br /> replacement plan. From July 27, 2017, to July 27, 2022, the City's mechanic shop has <br /> spent 212 labor hours and $31,304 in maintenance costs on Unit #201. Some of the <br /> maintenance repairs had to be contracted out to Altec Industries in Dixon, California, <br /> creating additional time delays and costs. <br /> DISCUSSION <br /> Staff is recommending replacing the truck with a current industry standard unit Ford <br /> F550 Altec AT40G telescoping articulating aerial device. Bucket trucks have a useful life <br /> of 20 years and/or 5,000 hours of use. Due to the newer age of this unit, this <br /> replacement will also help meet the CARB diesel-powered regulations. <br /> Some of the benefits of the recommended current industry standard unit Ford F550 <br /> Altec AT40G telescoping articulating aerial device is as follows: <br /> The proposed unit can reach up to 45 feet with a side reach of 30 feet, as compared <br /> to the current unit which can only go up about 40 feet in the air with a side reach of <br /> about 25 feet. <br /> The bucket on the proposed unit is rated for 400 pounds, whereas the current bucket <br /> is only rated for 350 pounds. <br /> The new design of the proposed unit has fewer covers and more fiberglass sections, <br /> reducing the time that the operator's work will be impacted by waiting for <br /> replacement parts with fewer covers. <br /> The proposed unit control system is a fiber-optic system with fewer hydraulic hoses <br /> for better operator control. <br /> Staff is recommending replacing the truck with a current industry standard unit Ford <br /> F550 Altec AT40G telescoping articulating aerial device for $137,219 (exclusive of a <br /> $6,000 delivery fee) plus a Department of Motor Vehicles (DMV) registration fee and <br /> sales tax of$15,100 for a total of$152,319, not including the 15 percent contingency. <br /> Adding a 15 percent contingency brings the total to $175,200. This vehicle will need to <br /> be registered with DMV after the purchase since the vendor is a rental company and not <br /> a dealer, and the quote doesn't include the sales tax or registration fee. <br /> The City contacted Sourcewell, formerly known as National Joint Powers Association <br /> (NJPA), which was established with the statutory purpose to assist public agencies in <br /> meeting specific needs which are more efficiently delivered cooperatively than by an <br /> entity individually.
