15.1.2 Notice of Vacancy <br />The City typically advertises for vacancies on boards. commissions and <br />committees two times a year. The City Clerk generally shall cause notice thereof <br />to be advertised for a minimum of thirty (30) days. For unscheduled vacancies, a <br />special vacancy notice shall be advertised as required by law. [54974]. The Mayor <br />and any other interested Councilmembers shall interview all candidates. <br />15.1.3 Scheduling of Interviews <br />Following the close of the advertised period, City staff shall distribute to the City <br />Council the applications and shall schedule the interviews of the candidates. <br />15.1.4 Recommendations <br />After the City Council has received the applications and/or after the candidates are <br />interviewed. any Councilmember may make a recommendation to the Mayor as to <br />an appointment. <br />15.1.5. Appointments <br />The Mayor shall make all appointments to the City's advisory bodies, subject to <br />City Council approval, except as noted in the Pleasanton Municipal Code. [40605]. <br />If the Mayor's appointment is disapproved, the Mayor shall continue to make <br />appointments until an appointment receives at least three affirmative votes. <br />Appointees may be removed from their position by a majority vote of <br />Councilmembers for reasons which include, but are not limited to: (a) poor <br />attendance; (b) failure to timely file Statements of Economic Interest; or (c) other <br />maintenance of membership provisions in the Municipal Code or resolution <br />forming the advisory body. <br />15.1.6 Eligibility of City Employees <br />While City employees are not precluded from serving on advisory boards, <br />commissions, and committees, there is a potential for conflict. The City Council <br />and any subcommittees to the City Council shall not make appointments that are <br />potentially incompatible with City employment for any reason. For example, an <br />appointment will be incompatible with City employment if: <br />a. An act of the advisory board, commission, or committee may later be <br />subject directly to the control. inspection, review, audit, or enforcement of <br />any other City officer or employee. <br />b. The time demands of the advisory board. commission, or committee would <br />render performance of duties as a City employee less efficient. <br />25
