10.2. Public Comment <br />The purpose of this portion of the agenda is to provide the public with the opportunity to <br />address the City Council on only those items listed in the posted notice and agenda for <br />the special meeting or workshop. <br />Public speakers shall address the City Council following the procedures set forth in <br />Section 11 Public Participation. <br />However, unlike a regular meeting, the agenda for a special meeting will not include a <br />meeting open to the public or opportunity for the public to address the City Council on any <br />item of interest to the public that is within the City Council's subject matter jurisdiction, <br />unless that opportunity is expressly included in the agenda. <br />10.3 Special Meeting Item and Workshop Item <br />Generally, the procedures for this portion of the agenda follow the procedures in Section <br />9: Call to Order, Pledge to Flag, and Roll Call, Section 9.5.1 Introduction. 9.5.2 Staff <br />Presentation, 9.5.3 City Council Questions, and 9.5.6 Comments and Deliberations. The <br />City Council may take a final action at a special meeting, but not at a workshop, as set <br />forth in Section 7.4.2 Special Meetings and Section 7.4.3 Special Meeting Workshops. <br />10.4 Adjournment <br />This portion of the agenda is the same as it is for a regular meeting. <br />11. Public Participation <br />A City Council meeting is a limited public forum. Members of the public have the right to <br />address the City Council and to attend its meetings, except for closed sessions and other <br />meetings that permit the public to be excluded as a matter of law. During the meeting <br />open to the public portion of a regular meeting agenda, members of the public have a <br />right to address the City Council on any item of interest to the public that is within the City <br />Council's subject matter jurisdiction but not listed on the agenda. Members of the public <br />also have the right to address the City Council before the City Council considers or takes <br />action on an item on any regular meeting agenda, except for items properly listed or <br />considered in the Call to Order and Pledge to Flag, Matters Initiated by Council, Council <br />Reports, and the Adjournment portions of the agenda. Members of the public shall be <br />provided an opportunity to address the City Council concerning any item that is described <br />in the notice for special meeting workshops and special meetings.
