Written Public Comment Themes- June 7-Report Publication <br /> Some themes expressed through the written comments include: <br /> • Concern with some of the sites including Area 1 (Lester), Area 3 (Donlon), and <br /> Area 11 (Old Santa Rita), and Area 25 (PUSD- district) <br /> • Concern with the housing opportunities for young professionals and a desire to <br /> see more creative financing options to create affordable units <br /> • Note that there should be better specificity on the implementation of programs <br /> • Request to consider allowing flexibility with parking standards and favorability for <br /> projects that encourage residents to be "car free" <br /> • Question regarding adding an Acutely Low-Income category to Table 2.2 and <br /> separating out Extremely-Low/Acutely-Low income categories for the RHNA <br /> requirements <br /> • Request to outline which below market rate developments may convert to market <br /> rate <br /> • Comment on governmental constraints (e.g., development standards) compared <br /> to neighboring jurisdictions <br /> • Request to include infrastructure cost sharing as part of Program 1.7 (2) <br /> There were several additional policy and program recommendations aside from those <br /> noted above, which can be reviewed in Attachment 3. <br /> SUMMARY OF RECOMMENDED PLAN MODIFICATIONS <br /> In advance of the City's submittal of the Draft Housing Element to HCD for review, the <br /> following is a summary of staff's recommendations and considerations for the Council: <br /> 1 . Expand Program 1.7 Kiewit and Stoneridge Mall Plans <br /> Staff recommends expanding Program 1 .7, Number 2 (Kiewit), to acknowledge <br /> and explicitly reference the concept of cost-sharing for infrastructure in the East <br /> Pleasanton Specific Plan (EPSP) area, since this is consistent with the City's <br /> current practices and was acknowledged as a critical element of planning for <br /> East Pleasanton during earlier planning processes. Staff also suggests modifying <br /> the language slightly to underscore the desire for affordability by design at this <br /> location. <br /> 2. Modify Policy 2.6 Regarding "Priorities" for Housing Projects <br /> The intent of this policy is to encourage projects that generate affordable units, <br /> projects that involve smaller units that are affordable by design, and projects built <br /> by non-profit organizations. The goal is to allocate City funding, grant <br /> discretionary incentives, and accelerate processing beyond the standard <br /> timelines, to a greater extent for "higher priority" projects. Staff suggests <br /> modifying the verbiage of this policy to clarify what is meant by "priority" to <br /> indicate the application of the tools and incentives available to the City (e.g., <br /> funding and/or regulatory relief) most favorably to projects deemed "higher <br /> priority." Staff also recommends revising the list to reorder the priorities so that <br /> Page 14 of 18 <br />
