16.3 Ordinance Introduction/Adoption <br /> The City Council hereby establishes and directs that reading the title of a proposed <br /> ordinance will be considered to constitute a full reading of the ordinance, unless a majority <br /> of the City Council present asks for a full reading. [36934]. <br /> 16.4 Majority Vote by Three Councilmembers Required <br /> An affirmative vote of at least three members of the City Council shall be necessary to <br /> adopt an ordinance and a resolution, and to approve a contract for the expenditure of <br /> funds. An urgency (emergency) ordinance must be adopted by at least four members of <br /> the City Council. [36936, 54954.2, 54956.5]. <br /> 16.5 Ordinance Preservation <br /> Following adoption of an ordinance, the City Clerk will assign a number to the ordinance, <br /> publish a summary, and post the full text according to law. The ordinance shall be filed <br /> and preserved in the City Clerk's Office. <br /> 16.6 Consent Calendar, Public Hearing, or Matters for Consideration <br /> Ordinances not requiring a public hearing may be presented to the City Council for <br /> introduction and adoption on either the consent calendar or other matters for <br /> consideration portion of the agenda. The City Attorney shall determine the placement of <br /> an ordinance on a City Council agenda in consultation with the Mayor and City Manager, <br /> or as directed by the City Council. <br /> 17. City Council Expectations <br /> 17.1 Following Meeting Rules of Procedure <br /> These Rules of Procedure express both statutory requirements and standards of conduct <br /> expected for Councilmembers. Councilmembers are responsible for adhering to these <br /> procedures. <br /> Councilmembers should respectfully point out to the offending Councilmember infractions <br /> of these Rules of Procedure. If offenses continue, then the matter may be referred to the <br /> Mayor in private. If the Mayor is the individual whose actions are being challenged, then <br /> the matter should be referred to the Vice Mayor. <br /> If after consultation with the Mayor the Councilmember's behavior continues to violate <br /> these Rules of Procedure, the alleged violation(s) can be brought up with the City Council <br /> at a public meeting. <br /> 27 <br />
