meeting express personal opinion, comments or debate the merits of the <br /> item under consideration. <br /> 11.3.7 Speakers shall not use their time to unduly disrupt the orderly conduct of <br /> the City Council's meeting. <br /> 11.3.8 Speakers are encouraged to avoid repetition. <br /> 11 .3.9 Speakers are encouraged to avoid making personal attacks. <br /> 11.3.10 Each speaker shall relinquish the lectern when his or her time to address <br /> the City Council has expired. <br /> 11 .3.11 A speaker may use his or her allotted time to read letters or other <br /> documents, play electronic recordings at a non-amplified volume, or <br /> otherwise present information to the City Council in a non-disruptive <br /> manner, provided those activities are completed within the allotted time. <br /> Speakers who desire to present photos, videos or recordings are <br /> encouraged to contact the City Clerk's Office in advance if the speaker <br /> has questions about formats, if any, available to present information. <br /> 11.3.12 When called upon during the meeting open to the public portion of the <br /> agenda, speakers may address the City Council on any item of interest to <br /> the public within the City Council's subject matter jurisdiction. <br /> [54954.3(a)]. <br /> 11.3.13 When called upon to provide public comment on a specific item of <br /> business on the agenda, speakers shall focus their comments on that <br /> specific item of business before the City Council. [54954.3(a)]. <br /> 11.4 Participating Parties Addressing the City Council <br /> Participating parties shall comply with the procedures set forth in Section 11 Public <br /> Participation when addressing the City Council, except that the participating parties shall <br /> each have up to a maximum of ten (10) minutes to make visual presentation and address <br /> the City Council and five (5) minutes for rebuttal. The Mayor may set and announce the <br /> time limit for each active participant to address the City Council based upon the same <br /> criteria set forth in Section 11.2 Speaker Time Limit. <br /> When the City Council is acting in its quasi-judicial capacity, the Mayor may further modify <br /> the rules of procedure in this section, or adopt such additional rules of procedure and <br /> speaker times as may be reasonably necessary, to afford the active participants with <br /> procedural due process commensurate with the rights at issue. <br />
