<br />Page 2 of 4 <br /> <br />BACKGROUND <br />In 1993, the City of Pleasanton prepared a community-wide TMP to serve as a guide for future <br />trail development in Pleasanton and to be used as a long -range planning tool to assist the City <br />during development review. <br /> <br />City Council identified updating the TMP as a priority in their 2016 priority-setting workshop. In <br />early 2017, city staff prepared a request for qualifications package seeking a consultant team to <br />assist with updating the TMP. TrailPeople was selected as the most qualified consultant and <br />City Council approved a consultant agreement with them on July 18, 2017. <br /> <br />In later summer 2017 city staff, working with TrailPeople, created a website, conducted public <br />outreach, hiked and biked the existing and proposed trails in Pleasanton, attended various <br />meetings and events, held both a citywide and a youth survey, and compiled the data received <br />into the Trails Master Plan. <br /> <br />A total of 80 miles of existing public trail was identified in Pleasanton, with the majority of the <br />trails (approximately 48 miles) being maintained by the city and within the city’s park system. <br />About 17 miles of trail was identified on East Bay Regional Park District (EBRPD) property and <br />approximately 10 miles of trail was identified on Zone 7 property. The trails on the Zone 7 <br />property also serve as arroyo maintenance roads. <br /> <br />The Trails Master Plan identified approximately another 80 miles of proposed trails. Of the 80 <br />miles of proposed trails, 33.1 miles are proposed narrow hiking trails primarily on City and <br />EBRPD property. <br /> <br />The Trails Master Plan was adopted by City Council on May 7, 2019. <br /> <br />DISCUSSION <br />Staff has identified the projects from the TMP that are currently under design, under <br />construction, or complete, and has listed other noteworthy information for projects or Trails <br />Master Plan components that are yet to be completed. <br /> <br />Under Design <br />• Southeastern Hills Trails and Connections (1.5 miles) – City Council approved the <br />Planned Unit Development and vesting tentative map for the Spotorno property on <br />February 15, 2022. The proposed improvements will include the construction of trails <br />through the Spotorno property, and trail connections with the Callippe Preserve Trail, and <br />down Alisal Street to the Sycamore Creek Trail. <br />• Augustin Bernal Mountain Bike Trail (0.7 miles) – City Council prioritized the construction <br />of the mountain bike trail with the approval of the TMP. In August 2020, Council approved <br />an agreement with the environmental consultant to conduct the environmental analysis <br />and Council approved the agreement with the trail designer in December. The trail design <br />is now complete, and the environmental analysis and public review period was completed <br />earlier this month. Staff is working with the Golden Eagle HOA to secure a public trail <br />easement across their property and is in the process of compiling the bid documents. The <br />expectation is to bid the project this summer to ensure the potential trail contractor can <br />schedule work for spring 2023.
