BACKGROUND <br /> In 2012, the City of Pleasanton entered a five-year agreement with the Alameda County <br /> Fire Department, for ACFD to provide emergency dispatch and regional <br /> communications through the Alameda County Regional Emergency Communications <br /> Center. As provided for in the contract and upon mutual consent of both parties, the <br /> agreement was extended from July 1, 2017 to June 30, 2022. Starting July 1, 2022, and <br /> continuing through June 30, 2027, the City of Pleasanton and ACFD have determined to <br /> enter into a new five-year agreement for Emergency Fire and Medical Dispatch <br /> Services, utilizing ACRECC. <br /> DISCUSSION <br /> The City of Pleasanton, the Livermore-Pleasanton Fire Department and Alameda <br /> County Fire Department propose a five-year agreement (Attachment 1) which will <br /> provide increased public safety through the participation in a regional emergency <br /> communications system. Details of services are: <br /> • Fire Dispatch — ACFD through ACRECC will operate and maintain a Computer <br /> Aided Dispatch (CAD) systems capable of tracking status of all City resources, <br /> entering locations of incidents, alerting fire stations and other pertinent services. <br /> • Emergency Medical Dispatch —ACFD utilizing ACRECC shall provide <br /> Emergency Medical Dispatch (EMD) Service, in accordance with Medical Priority <br /> Dispatch System ("MPDS®") standards, 24 hours a day, 365 days a year. <br /> • ACFD shall also reply and monitor non-emergency radio traffic from the City 24 <br /> hours a day. <br /> ACFD shall operate the ACRECC dispatch in conformity with all applicable laws and <br /> shall also consider nationally recognized best practices by professional associations. <br /> To ensure the efficiency of the dispatch system, ACFD shall use the ProQA® I AQUATM <br /> software, or other software agreed upon by the parties. In addition, ACFD will perform <br /> regular Quality Assurance/Quality Improvement review in accordance with the National <br /> Academies of Emergency Dispatch (NAED®) standards. <br /> Alternatives to ACRECC were considered, but no other options were identified that <br /> could provide common regional dispatch communications in a fiscally responsible <br /> manner. As noted, for FY 2022/23 the cost of this contract is $298,137 (Attachment 2 - <br /> Final ACFD Budget), which is based on the total number of calls dispatched by <br /> ACRECC and total number of calls dispatch for the City of Pleasanton annually in the <br /> previous fiscal year. Using the same methodology, ACFD will provide to the City an <br /> estimated budget no later than April 1 of each next contract year; thus, the City's annual <br /> dispatch services cost may be higher or lower for the succeeding fiscal years covered <br /> by the agreement. <br /> Page 2 of 3 <br />
