BACKGROUND <br /> In September of 2002, the cities of Livermore and Pleasanton contracted with ICF <br /> Consulting, Inc. to conduct a Human Services Needs Assessment for the Tri-Valley. In <br /> 2003, the Needs Assessment was completed and was used in the Tri-Valley to identify <br /> and fill service gaps and as a tool for nonprofit agencies to leverage funding when <br /> applying for grants. <br /> In November of 2010, the cities of Livermore and Pleasanton contracted with Resource <br /> Development Associates to conduct the 2011 Eastern Alameda County Human <br /> Services Needs Assessment, for similar purposes as the 2003 assessment. <br /> The City Council adopted a goal to Update and Implement the Eastern Alameda County <br /> 2011 Human Services Needs Assessment in the FY 2021/22 — FY 2022/23 City Council <br /> Work Plan. <br /> DISCUSSION <br /> Partnering with the Cities of Dublin and Livermore, staff created a Request for <br /> Proposals to obtain qualified consultants to coordinate and complete an update to the <br /> 2011 Eastern Alameda County Human Services Needs Assessment. A Request for <br /> Proposals was completed and made available publicly on February 1, 2022. A total of <br /> two proposals were submitted to the City for consideration: <br /> • JSI Research & Training Institute, Inc. <br /> • Resource Development Associates. <br /> Staff from each city (Dublin, Livermore and Pleasanton) served on the selection <br /> committee. Both firms were provided in-person interviews in mid-April. The selection <br /> committee recommends JSI as the firm for this Professional Services Agreement. JSI <br /> proved to be knowledgeable about the Tri-Valley area, with a strong understanding of <br /> the unique human services challenges. JSI's approach to community outreach and <br /> desire to work with stakeholders coincides with the cities' approach. The selection <br /> committee appreciated JSI's desire to share a solid narrative of Tri-Valley human <br /> services needs. JSI was also able to demonstrate other data sources that would be <br /> utilized in addition to the 2020 Census data. <br /> Should the three cities desire to request change order(s) during the time of the <br /> agreement, staff request the Pleasanton City Manager be authorized to approve and <br /> execute any required agreement change order(s) for a not to exceed amount of <br /> $30,582. Change order(s) must be agreed upon as described in the Memorandum of <br /> Understanding, No. 7 (Attachment 2). <br /> Page 2 of 3 <br />
