roof. However, installation requires minor structural modifications, as well as <br />modifications to wiring conduit and fire sprinkler piping. Due to budget concerns, each of <br />the new roof access designs were also bid as additive items. Again, because of the <br />lower-than-expected bids, staff's recommendation includes awarding both bid additive <br />items 2 and 3. <br />The library will remain open to the public during construction, excluding a three-week <br />closure period for the replacement of the clerestory windows. Although the contractor is <br />required to schedule activities to limit noise and install barriers to control dust, it should <br />be expected (due to the nature of the work) that there is the potential to impact library <br />patrons' enjoyment of the facility. Activities identified as having the potential to create <br />significant impacts on the public will be completed during the three-week closure or prior <br />to the regular hours of library operations to the degree that is possible. Also, while the <br />library will remain open, at times portions of the interior of the library will be closed to <br />keep the public safe. When an area is closed, the contractor is required to focus work <br />on the area so that it can be reopened as quickly as possible. <br />Outside the library, a fence will be installed around the perimeter of the building to <br />create a working area and a barrier between the public and any potential falling debris. <br />The library front door will have a tunnel (or similar cover) to provide safe access for the <br />public and staff when entering the building. All emergency egress doors will remain <br />available, but all normal library ingress/egress will be through the front door. The <br />specifications allow the contractor to use the vacant lot to the west of the library for <br />construction staging so the library parking lot will remain available to the public. <br />To expedite the project, the contract allows for construction working hours Monday <br />through Friday, 8 a.m. to 7 p.m., and Saturday, 9 a.m. to 5 p.m. Ultimately, it is the <br />contractor's responsibility to manage their workday length and schedule, so it is <br />unknown whether the low bidder intends to use the extended work hours. Engineering <br />staff will work closely with library staff after the schedule is developed by the contractor <br />to limit inconveniences. <br />The project is expected to begin in July and continue through November, although the <br />start of the project is highly dependent on the availability of building materials. <br />Throughout the design process, care was taken to ensure the materials specified were <br />readily available. However, other City projects have suffered schedule impacts due to <br />delays attributed to manufacturing and shipping. Because of this, it is not possible to <br />know the exact time the three-week library closure will occur, but every effort will be <br />made to work with the contractor to track the window materials and provide as much <br />notice as possible. <br />Bids <br />Sealed bids for this project were opened on June 1, 2022. The bid package stated that <br />an award would be made based on the low bid received and that the City reserves the <br />right to also award any or all of the three additive bid items regardless of how it impacts <br />the total project cost (the order of the bids). The table below shows each contractor's <br />base bid; since staff is recommending the award of all three additive bid items, the table <br />also shows the total cost of the project including each bidder's three additive bid item <br />amounts.
