BACKGROUND <br /> The City has a total of 478 exterior trash and recyclable receptacles throughout City <br /> parks, trails, and facility landscapes. Most of these receptacles are dumped once per <br /> week. However, the following parks and facilities receive service twice per week: Alviso <br /> Adobe Community Park, Amador Valley Community Park, BMX, Creekside Park, <br /> Cubby's Dog Park, Ken Mercer Sports Park Phases IV, V, and The Softball Complex, <br /> Mission Hills Park, Muirwood Community Park, Orloff Park, Pleasanton Tennis and <br /> Community Park, and Val Vista Community Park. The receptacles at the library <br /> entrance are checked daily Monday through Friday. In total, 686 receptacles are <br /> serviced each week. <br /> In May 2019, a Request for Bid (RFB) was formally advertised for a new agreement for <br /> services. A total of three proposals were received on May 23, 2019, and Rubicon <br /> Landscape was selected as the lowest qualified bidder. The current agreement for <br /> services is set to expire on June 30, 2022. The term of the agreement allows for an <br /> extension of the agreement for two additional one-year terms, not-to-exceed five years <br /> for the total agreement. <br /> Since the onset of the COVID-19 pandemic, the use of the City's parks and trails has <br /> increased substantially as the community discovered parks as a place to recreate and <br /> congregate outdoors. With that increased use came increased trash deposited in the <br /> trash receptacles as people were also picking up food to go and eating it in the parks. <br /> The Main Street corridor and the nearby parks, such as Delucchi, Lions Wayside, and <br /> Veterans Plaza Parks also saw increased use and trash. Additional services are <br /> required to help keep pace with the increased park use and trash receptacle emptying <br /> to avoid overflowing trash receptacles, and unsightly and unsanitary conditions in our <br /> parks and trailheads. <br /> DISCUSSION <br /> The proposed agreement extension would continue to provide routine trash receptacle <br /> collection services at selected City properties for two additional years. The contractor <br /> bid a base fee for complete annual service based on a schedule provided by the City. In <br /> addition, the contractor provided a "per receptacle" service fee for any extra requested <br /> service that might occur during the contract period. To provide the additional services <br /> requested, the contractor will supply one additional person to work one 8-hour shift, plus <br /> the vehicle, and supplies to perform the assigned duties detailed in the Agreement. The <br /> cost to supply the additional person, truck, and supplies is $430 per 8-hour day or <br /> $22,360 per year. This increased service level may not be required year-round based <br /> on the time of year and park usage. <br /> The service level in this agreement amendment is designed to accommodate the <br /> increased levels of park and trail use. The City requires special event programs to <br /> provide and pay for any additional trash collection needs created by their event that <br /> exceed the capacity of the existing service. In addition, groups operating food <br /> concessions in parks are responsible for additional dumping service for receptacles <br /> within one hundred feet of the concession on an as-needed basis. <br /> Page 2 of 3 <br />
