13
THE CITY OF
CITY COUNCIL AGENDA REPORT
PLEASANTON,
June 7, 2022
Operations Services
TITLE: APPROVE FIRST AMENDMENT TO AGREEMENT WITH RUBICON
LANDSCAPE IN THE AMOUNT NOT-TO-EXCEED $300,413 FOR TRASH
AND RECYCLABLE COLLECTION SERVICES FOR PARKS AND
TRAILHEADS
SUMMARY
The City has a total of 478 exterior trash and recyclable receptacles throughout City
parks, trails, and facility landscapes. These receptacles are emptied once to twice per
week depending on location by a contractor. The underlying contract with Rubicon
Landscape is set to expire on June 30, 2022. Per the term of the original Agreement, the
Agreement can be extended by amendment for two additional one-year terms, not-to-
exceed five years for the total Agreement.
Due to increased community use at numerous parks throughout the city since the
beginning of the COVID-19 pandemic, the current trash removal schedule does not
provide an acceptable level of service. Staff is seeking to extend and amend the current
Agreement to increase trash collection frequency at heavily used parks.
RECOMMENDATION
Authorize the City Manager to extend and amend the existing Agreement with Rubicon
Landscape for a two-year period starting July 1, 2022, for a total not-to-exceed amount
of $300,413.
FINANCIAL STATEMENT
Funding for trash and recyclable receptacles is allocated in the Parks Maintenance
Division Operating Budget. The proposed agreement with Rubicon Landscape is for a
not-to-exceed amount of$300,413. Funding ($147,089) has been requested for FY
2022/23 and includes an increase based on the consumer price index of 8.3 percent, a
10 percent contingency for unforeseen service needs, and $22,360 in added services.
Funding ($153,324) will be requested in FY 2023/24.
