Engineer's Estimate of$3,160,000. A review of the bids identified mathematical errors in three of the five received bids. The bids were corrected based on the unit prices per the contract documents which resulted in a change in the ranking of bidders. The revised ranking did not change the apparent low and responsive bidder, O'Grady Paving, Inc. Past work performed by O'Grady Paving, Inc. was verified to be satisfactory. Staff recommends award of the construction contract to the lowest responsive bidder, O'Grady Paving, Inc. Consultant/Specialty Services: Consulting testing services will be provided under the city's existing on-call materials testing contracts. The testing services are required to provide specialty testing of the materials and density checks in conformance with the City's Quality Assurance Program for paving. The testing is estimated to cost $30,000. Budget This project is an annual project funded as part of the FY 2021/22 CIP, with a programmed funding amount of$3.2 million. The total estimated project expenditure, including the contingency, is $3,852,155, leaving a project shortfall of$652,155. Staff recommends the transfer of $652,155 from various CIP projects, as outlined in the recommendations, to complete funding for this project. Funding for this project includes Gas Tax, SB-1, Measure B/BB, and Measure F funds — local and state transportation measures used to improve the condition of the local, county and state road systems.
