3. Pavement Milling and Overlay (Mill/OL): This reconstruction method involves the removal of the existing asphalt concrete surface layer of the entire street surface by milling, then applying 1.75 inches of asphalt concrete over the entire street surface. The milling of the entire street surface is necessary on streets upon which performing an OL would raise the crown and increase the cross slopes, particularly along the parking lane, to an unsatisfactory level. As part of this project, a section of Stoneridge Mall Road, between Stoneridge Drive, Genomics Place, and McWilliam Place, was selected as a pilot test section for a new asphalt concrete mix design called Superior Performing Asphalt Pavement (Superpave). Superpave was developed by the Strategic Highway Research Program which was established by Congress to research and address the premature deterioration of asphalt pavement. The benefit of Superpave is to prolong the service life of asphalt pavement, and address the higher loading of heavy trucks.
