Review <br /> and comment by the Planning Commission is requested prior to finalization of the policy. <br /> DISCUSSION <br /> In developing the draft policy, staff reviewed the programs and policies in neighboring <br /> jurisdictions regarding legally required and supplemental (courtesy) posting for development <br /> projects. Among the cities surveyed, Fremont, Livermore, Dublin, Concord, and Berkeley all <br /> have similar policies to that proposed for Pleasanton, outlining specifications and requirements <br /> for signs to be installed on-site to inform the public regarding certain types of development <br /> projects in certain situations. <br /> Scope of Projects Required to have On-Site Notification <br /> The scope of projects for which notification is required varied among the cities surveyed. For <br /> example, the City of Livermore requires on-site posting only for projects on undeveloped land, <br /> while the City of Concord requires on-site posting for any project that requires a public hearing. <br /> The City of Dublin requires on-site posting for projects in several cases, including at <br /> undeveloped sites, intensification of existing sites, major commercial additions, rezones, and <br /> new residential development, in addition to others. The City of Berkeley requires on-site <br /> notification for virtually all projects involving a discretionary approval. <br /> Staff has developed a draft policy handout for on-site project notification signs in Pleasanton, <br /> attempting to address the range of projects that have the greatest potential to be of <br /> neighborhood or community interest. The requirements outlined in the policy would apply to <br /> "major development projects," including: <br /> • Development of undeveloped land with any use other than one new single-family home <br /> (excluding Accessory Dwelling Units); <br /> • Modification, expansion, or intensification of use on a site involving the addition of one <br /> or more dwelling units (excluding ADUs); or more than 500 square feet of new <br /> non-residential development; <br /> • Commercial projects subject to Major Design Review and requiring Planning <br /> Commission or City Council approval; <br /> • Projects requiring a Conditional Use Permit ; <br /> • Any project requiring approval of a Planned Unit Development (PUD) or Major PUD <br /> Modification, General Plan Amendment, Tract Map, or Re-Zoning; <br /> • Any other project as determined by the Director of Community Development <br /> Specifications for On-Site Notification Signs <br /> The draft policy handout includes details regarding the requirements related to the on-site <br /> notification signs, including: <br /> • Number and placement of signs (distance from property line, method, and location of <br /> affixing sign(s), etc.); <br /> • Specifications and content of signs (sign size, material, font, and project information); <br /> • Timing for placement and removal of signs ; <br /> • Verification of sign placement (via the Certification of Posting form); <br /> • Maintenance and replacement of signs; <br /> Project No., Address Planning Commission <br /> 2 of 3 <br />r rules as may further the fair and efficient running of the meeting, such as <br /> reducing the amount of testimony time allotted to the applicant and all those who wish to speak when the meeting agenda is <br /> lengthy or when there are numerous speakers for any specific item. The audience is requested to respect and extend courtesy <br /> to all those wishing to testify on all cases by being quiet while others are speaking. <br />
