THE CITY OF Planning Commission <br /> Agenda Report <br /> —.. mom va lin <br /> LEASANTON May 25, 2022 <br /> Item <br /> SUBJECT: Project Notification Policy <br /> APPLICANT: City of Pleasanton <br /> PURPOSE: Review and provide comments on the draft on-site public <br /> notification policy for certain development projects <br /> EXHIBITS: A. Draft On-Site Project Notification Signs Policy <br /> STAFF RECOMMENDATION <br /> Staff recommends the Planning Commission review and provide comments on the draft <br /> On-Site Public Notification Signs policy. <br /> SUMMARY <br /> The 2021-2022 City Council Work Plan, adopted in May 2021, included as a "Priority C" item to <br /> consider a signage program for development projects. The program was envisioned to apply to <br /> significant development activities, requiring on-site signage to be posted to inform the public <br /> about proposed and approved projects. <br /> Staff reviewed similar policies in neighboring jurisdictions and created a draft policy outlining <br /> the new posting requirements for certain development projects in Pleasanton, along with <br /> supporting attachments, including a template for the notification sign and a certification of <br /> posting form. Review and comments on this draft policy are sought from the Planning <br /> Commission prior to implementation. <br /> BACKGROUND <br /> The City of Pleasanton places a high value on community input in planning and development <br /> and has several existing requirements in place to ensure broad public notification when <br /> development projects are proposed. These existing requirements generally follow and expand <br /> upon the minimum public notice requirements established in the California Government Code, <br /> and typically involve mailing of postcard notices to residents and property owners within a <br /> prescribed radius of a project, publication of legal notices in the Valley Times, and publication <br /> and posting of meeting agendas when a public hearing on a project is scheduled. <br /> In more recent years, both the Planning Commission and City Council have suggested it would <br /> be beneficial to supplement these existing forms of notice with some form of on-site project <br /> notification, so that neighbors and community members are better made aware of forthcoming <br /> projects and the opportunities for review and comment on them. In May 2021, the City Council <br /> adopted the 2021-2022 Work Plan, including an item for staff to develop a "signage program" <br /> for development projects. In response, staff has developed a draft policy for implementation, <br /> Project No., Address Planning Commission <br /> 1 of 3 <br />sues raised by the public. The <br /> response should be limited to five minutes. <br /> The public hearing will then be closed. The Planning Commissioners then discuss among themselves the application under <br /> consideration and act on the item. Planning Commission actions may be appealed to the City Council. Appeals must be filed <br /> with the City Clerk's Office within 15 days of the Planning Commission's action. <br /> The Planning Commission Chair may enforce other rules as may further the fair and efficient running of the meeting, such as <br /> reducing the amount of testimony time allotted to the applicant and all those who wish to speak when the meeting agenda is <br /> lengthy or when there are numerous speakers for any specific item. The audience is requested to respect and extend courtesy <br /> to all those wishing to testify on all cases by being quiet while others are speaking. <br />
