another window closer to the front. Ms. Clark stated a condition of approval could be added to address these requests and provide additional articulation. Commissioner Morgan asked about the feasibility of windows being added and Ms. Clark informed him the condition of approval could be worded so as to allow staff to work through the design details and articulate the design in a way which works best. Chair Pace clarified what the language of the condition might sound like. Commissioner Brown agreed a window would not look out of place on the south elevation. Commissioner Gaidos agreed and stated his appreciation for the project. Commissioner Nibert asked if there had been any public comment and Ms. Amos informed him there had been none. Chair Pace asked how the project was noticed and Ms. Amos informed him it was noticed with the standard requirements for downtown Planning Commission Items. Commissioner Nibert asked a question about an ADU and Ms. Amos answered. THE PUBLIC HEARING WAS OPENED There were no speaker cards submitted. THE PUBLIC HEARING WAS CLOSED Ms. Amos stated she spoke with the applicant earlier in the day and he agreed to a condition for façade modifications to the north and south elevations of building one. Commissioner Allen moved to approve Item 4 with the added condition of approval to add architectural detail to the north and south elevations. Commissioner Nibert seconded the motion. Commissioner Allen said her top priority was the south elevation, on the right side. The visuals on the front are very nice but, on the right, only one window can be seen, and because it is so close to the street, she would like to see more articulation, perhaps another window or some design elements. On the north elevation, on the left side where the stairway is, there could be Planning Commission Minutes Page 2 of 4 April 27, 2022 the applicant will be given the opportunity to respond to issues raised by the public. The response should be limited to five minutes. The public hearing will then be closed. The Planning Commissioners then discuss among themselves the application under consideration and act on the item. Planning Commission actions may be appealed to the City Council. Appeals must be filed with the City Clerk's Office within 15 days of the Planning Commission's action. The Planning Commission Chair may enforce other rules as may further the fair and efficient running of the meeting, such as reducing the amount of testimony time allotted to the applicant and all those who wish to speak when the meeting agenda is lengthy or when there are numerous speakers for any specific item. The audience is requested to respect and extend courtesy to all those wishing to testify on all cases by being quiet while others are speaking.
