b) Special meetings may be called by: The Commission <br />Chairman; any two members of the Commission; the City Council and <br />the City Manager: provided written notice is given 48 hours in <br />advance of each special meeting to the following: Each Commission <br />member, all local newspapers of general circulation, and anyone <br />filing written request for notice with the City Clerk. Notice of <br />meetings in all other respects shall comply with Section 54950°5 <br />et seq., of the Government Code, known commonly as the Ralph M. <br />Brown Ac t. <br /> <br /> c) A majority of the regular members shall constitute <br /> <br />a quorum. Absence from three consecutive regular meetings, <br />without formal consent of the Commission, shall be deemed to <br />constitute the retirement of such member and the position declared <br />vacant. <br /> <br /> d) Minutes of the Commission shall be filed with the <br />City Council, City Clerk, City Manager, Director of Recreation, <br />and the Superintendent(s) of any school district whose boundaries <br />are either in part or solely within the City limits. <br /> <br /> SECTION 4. DUTIES AND RESPONSIBILITIES OF THE RECREATIOB <br />AND PARK COMMISSION. The duties of the Recreation and Park Com- <br />mission shall be to: <br /> <br /> 1o Act in an advisory capacity to the City Council, <br /> <br />the City Manager and the Director of Recreation in all matters <br />pertaining to public recreation and parks, and to cooperate with <br />other governmental agencies and civic groups in the advancement <br />of sound recreation programming and park planning, <br /> <br /> The Recreation and Park Commission is jointly <br />charged, with the Planning Commission, to establish harmonious <br />and effective relationships, as both of these bodies have desig- <br />nated functions of an inter-related nature in the area of <br />recreation facilities as they relate to the General Plan. <br /> <br /> - 2 - <br /> <br /> <br />
