Exhibit A <br /> THE CITY OF <br /> APPROVED BY COUNCIL ON <br /> May 3, 2022 <br /> PLEASANTON, <br /> Policy: Purchasing Procedures and Manual <br /> SUBJECT <br /> Procedure required to procure goods and services for the City. <br /> STATEMENT <br /> This policy has been adopted to: <br /> 1. Assure the appropriate use of City funds. <br /> 2. Provide standardized guidelines to all City employees to purchase goods and services on <br /> behalf of the City, including inviting participation from city-based vendors. <br /> 3. Specify procedures for approval of City purchases. <br /> 4. Comply with California State law, including the California Public Contracts Code. <br /> 5. Institute practices that reduce waste by increasing product efficiency and effectiveness, and <br /> to purchase products that: <br /> (a)minimize harm to human health and safety and the environment, <br /> (b)minimize greenhouse gas emissions from manufacturing, packaging,transport, use, and <br /> waste, <br /> (c) maximize use of recovered organic waste products including but not limited to compost <br /> and mulch, <br /> (d)include recycled content,conserve energy and water,use agricultural fibers and residues, <br /> use unbleached or chlorine-free manufacturing processes, are lead-free and mercury-free, <br /> and use wood from sustainably harvested forests. <br /> PURPOSE <br /> It is the purpose of this policy to make appropriate use of City funds by ensuring that City <br /> purchases are made with proper oversight and procurement methods. Additionally, this policy <br /> aims to minimize adverse impacts to the environment by establishing standards for the products <br /> and services the City purchases. It requires City buyers to purchase products that reduce energy, <br /> water, and fuel consumption and that lead to reductions in greenhouse gas emissions. The policy <br /> will help the City eliminate its use of toxic materials and chemicals that pose a threat to human <br /> health or the environment. Furthermore, this policy helps the City to comply with State <br /> requirements in Title 14 of the California Code of Regulations, Division 7, Chapter 12, Article 12 <br /> (SB 1383 procurement regulations), and supports the implementation of other City policies and <br /> plans, such as the City's SB 1383 Action Plan and Climate Action Plan. <br /> i <br /> SCOPE <br /> The policy applies to all employees of the City of Pleasanton including part-time temporary <br /> (seasonal) employees. <br /> i <br /> w <br />
