5.1 Strategies for Implementation <br /> All City employees with purchasing authority shall consider short-term and long-term <br /> costs in comparing product alternatives. This includes evaluation of total costs expected <br /> during the time a product is owned, including, but not limited to, acquisition, extended <br /> warranties, operations, supplies, maintenance and replacement parts, disposal costs, and <br /> expected lifetime compared to other alternatives. <br /> Furthermore, all City employees with purchasing authority shall purchase products that <br /> are durable, long-lasting, reusable or refillable, and avoid purchasing one-time use or <br /> disposable products. <br /> Products meeting the standards listed below shall be considered "preferred" and selected <br /> over non-preferred products. A detailed description of each standard is defined in the <br /> City's Green Purchasing Guidelines in Appendix A. <br /> • Source Reduction <br /> • Recycled Content Products <br /> • Energy Efficient and Water Saving Products <br /> • Green Building Products and Practices <br /> • Sustainable (Bay Friendly) Landscaping Products and Practices <br /> • Toxics and Pollution Prevention Products and Practices <br /> • Bio-Based Products <br /> • Certified Forest Conservation Products <br /> • Recovered Organic Waste Products—SB 1383 Compliance <br /> 5.2 Responsibilities <br /> 5.2.1 Human health and safety is of utmost importance and takes precedence <br /> over all other practices.Nevertheless,the City recognizes its duty to act in a <br /> fiscally responsible and timely manner. <br /> 5.2.2 Nothing contained in this policy shall be construed as requiring a buyer to <br /> procure products that do not perform adequately for their intended use, exclude <br /> adequate competition, pose a threat to human health or safety, or are not available <br /> at a reasonable price in a reasonable period of time. <br /> 5.2.3 Nothing contained in this policy shall be construed as requiring the City, <br /> department, purchaser, or contractor to take any action that conflicts with local, <br /> state, or federal requirements. <br /> 5.3 Implementation <br /> 5.3.1 Each department head shall implement this policy in his or her <br /> department in coordination with other City personnel as appropriate. <br /> Purchasing Procedures and Manual 17 <br />
