BACKGROUND <br /> Each year, the City Council Legislative Subcommittee is asked to review and discuss <br /> state and federal legislation and determine policy positions for recommendation to the <br /> City Council. <br /> In 2016, the City Council adopted for the first time a Legislative Platform that outlined <br /> guiding principles, goals and strategies, with a recommendation for federal, state and <br /> local priorities, and a recommendation for positions on pending legislation. In 2018, in <br /> an effort to better position the City's advocacy efforts, the 2016 Legislative Platform was <br /> updated into a Legislative Framework with recommended annual Legislative Focus <br /> Areas. <br /> DISCUSSION <br /> On April 21, 2022, the City Council Legislative Subcommittee met and reviewed the City <br /> of Pleasanton Legislative Framework and 2022 Focus Areas, which together will serve <br /> as a policy document to guide the City's advocacy efforts and assist staff as they <br /> evaluate legislation and policy issues. The Legislative Framework includes guiding <br /> principles that represent the City's overall legislative interests. <br /> The Subcommittee made one modification to the Framework on page 4 of the document <br /> adding an additional option to respond to legislation as follows: <br /> • Comment only or Position with Comments: Legislation that the City would like to <br /> provide comment to author's office to invite collaboration and inform potential <br /> amendments. <br /> The 2022 Legislative Focus Areas were developed by considering the current political <br /> landscape at the federal and state level in addition to current regional and local issues. <br /> The Subcommittee and City staff recommend the following Focus Areas for 2022. <br /> COVID-19 Recovery <br /> • Advocate for County, State and Federal funding for recovery efforts <br /> • Support the health and wellness of our residents by participating in regional <br /> efforts to provide testing and vaccination as well as food distribution <br /> • Support our residents staying housed through emergency rental assistance <br /> • Support our local business through emergency Business Support Fund <br /> Housing <br /> • Work with Tri-Valley Cities to promote the Housing and Policy Framework to <br /> State Legislators <br /> • Work collaboratively to problem solve with legislators by providing amendments <br /> to key housing legislation <br /> • Support a balanced approach to housing solutions that consider housing, jobs <br /> and transportation together <br /> • Support efforts to improve laws regarding ADUs <br /> • Work to protect reduction or removal of impact fees <br /> Page 2 of 5 <br />
