Meadowlark Trail, CIP No. 22797 <br /> Page 2 <br /> January 25, 2021 <br /> accommodated into the Alviso Adobe parking lot plan, which was being developed at the same <br /> time as the Meadowlark development was being reviewed. <br /> On October 17, 2006, the City Council approved the Meadowlark development, PUD-58 per the <br /> recommendation in the staff report, including a Condition of Approval that "the applicant shall <br /> install or provide funding for a trail in the open space area as determined by the Director <br /> of Parks and Community Services". The staff report recommended that the open space area <br /> be designed to allow cattle grazing and that the uses in the open space area would be limited to <br /> low intensity public uses (i.e. no picnic tables, etc.). <br /> The City Council meeting included discussion of a trail in the open space, that the trail would be <br /> a walking trail that blends in with the site, and that the open space would augment the Alviso <br /> Adobe property. The neighbors on Jorgensen expressed their opposition to picnic areas, <br /> structures, or a trail on the open space. In discussions with the neighbors, the applicant for the <br /> development indicated that they would be willing to dedicate 35-feet of property to each <br /> neighbor on Jorgensen to extend their backyards or serve as a buffer space in which no park <br /> amenities could be located. Councilmember McGovern expressed a desire for flexibility in <br /> planning the open space as she did not want to eliminate the possibility of picnic tables, <br /> additional parking, or structures. <br /> Staff advised that future public review/comment on the open space area would be possible as <br /> part of the tentative map approval and that the City will not do anything on the open space <br /> property until there is a forum for discussion of uses and possible structures. <br /> The City Council also included 2 additional conditions regarding the trail/open space that: <br /> • The 22-acres surrounding the property be transferred to the City of Pleasanton to be <br /> maintained as permanent open space <br /> • The Open Space design, tree sizes, and quantity of trees be handled at the Tentative <br /> Map stage <br /> Ordinance No. 1942, approving the application for PUD rezoning and development plan <br /> approval for PUD-58, was approved at the November 7, 2006 City Council meeting. <br /> On May 23, 2007, the Planning Commission approved Vesting Tentative Subdivision Map 7813 <br /> subject to the Conditions of Approval. There is nothing in the records to indicate the precise <br /> alignment of the trail was discussed as part of the approval process. <br /> On June 5, 2007, City Council awarded construction of the Alviso Adobe project. The item <br /> included a proposed reimbursement agreement to share the construction costs of the Alviso <br /> Adobe parking lot, the Meadowlark development/Alviso Adobe entrance road off Foothill Road, <br /> and the bus pull-in area with the Meadowlark developer. <br />
