THE CITY OF ATTACHMENT 1 <br /> PLEASANTONC., <br /> MEMORANDUM <br /> Date: January 25, 2022 <br /> To: Steve Kirkpatrick, Director of Engineering <br /> From: Matthew Gruber, City Landscape Architect <br /> Subject: History of the Proposed Meadowlark Trail <br /> I have researched the approval history of the proposed Meadowlark Trail. The following is what I <br /> was able to determine: <br /> In 2005, the City of Pleasanton began discussions to update the General Plan Land Use <br /> Element. At that time, staff identified 52 potential "land use change" properties. One of those 52 <br /> properties was the 30-acre Austin property, which was being considered for a general plan <br /> amendment to include housing and was considered as an opportunity to augment the Alviso <br /> Adobe Park. <br /> On March 1, 2006, the City Council and Planning Commission held a joint meeting to discuss <br /> the land use elements updates on properties on the west side of Foothill. At the meeting, <br /> several neighbors, including the Atherton's, Bill Lide, and Charles Austin, voiced their support <br /> for the proposed 8-home development surrounded by open space. The neighbors hoped to <br /> retain the rural character of the open space and the associated views. <br /> On April 26, 2006, the proposed Austin property project, was presented to the Planning <br /> Commission for preliminary review. The project proposed subdividing the 30-acre lot into 8 <br /> home sites with 22-acres of open space surrounding the development. The property at one time <br /> was part of the Meadowlark Dairy facility and the proposed open space was envisioned as an <br /> extension of the Alviso Adobe. The Planning Commission was asked if they support the <br /> proposed amendment to the property's land use designation and agreed that it did but <br /> recommended that the 22-acre open space not include overflow parking for the Alviso Adobe, <br /> that it would not have structures and picnic tables, that grazing be allowed, and that the open <br /> space be preserved in perpetuity. <br /> On May 11, 2006, The Parks and Recreation Commission reviewed the proposed Austin <br /> property (Meadowlark) development and the proposed staging area on the property's open <br /> space. A staging area and trailhead had been identified on the property dating back to the 1993 <br /> Community Trails Master Plan. The Parks and Recreation Commission supported the Trail Ad <br /> Hoc Committee's recommendation that the staging area was not necessary and could be <br /> ENGINEERING DEPARTMENT P. O.
