27 <br /> THE CITY OF <br /> —•• iii1in ��►' "� CITY COUNCIL AGENDA REPORT <br /> PLEASANTON, <br /> May 17, 2022 <br /> Human Resources <br /> TITLE: ADOPT A RESOLUTION CERTIFYING AN EXCEPTION TO THE <br /> 180-DAY WAITING PERIOD TO APPOINT AN EXTRA HELP RETIRED <br /> ANNUITANT PURSUANT TO GOVERNMENT CODE SECTIONS <br /> 7522.56 AND 21224 <br /> SUMMARY <br /> The City of Pleasanton has a critical need to retain the services of Brian Dolan, a retired <br /> annuitant as of June 4, 2022, to ensure the efficient and effective transition to a new <br /> permanent city manager, and for lead direction on preparation and adoption of the City's <br /> FY2022/23 Mid-Term Operating and CIP Budgets. This appointment is for a limited <br /> duration, beginning June 6, 2022, and terminating no later than June 30, 2022. <br /> RECOMMENDATION <br /> Staff recommends City Council adopt a resolution waiving the 180-day waiting period <br /> for this designated retired annuitant and appoint Brian Dolan as extra help as a retired <br /> annuitant to ensure the efficient and effective transition to a new permanent city <br /> manager, and for lead direction on preparation and adoption of the City's FY2022/23 <br /> Mid-Term Operating and CIP Budgets consistent with work at the level of city manager. <br /> This limited duration assignment is recommended to be effective June 6, 2022, <br /> pursuant to Government Code Sections 7522.56 and 21224 at an hourly rate consistent <br /> with Brian Dolan's current employment contract for the interim city manager position. <br /> FINANCIAL STATEMENT <br /> The total cost for the services is not expected to exceed $21,175. There is sufficient <br /> funding in the City Manager's Office budget to cover these costs. <br />
